March (HS): Parthasarathi Sen Sharma, Additional Chief Secretary of Secondary
and Basic Education of the state, held a review meeting with all Chief Development
Officers of the state via video conferencing. During the meeting, a detailed
review of the progress of various schemes and programs related to school
education was conducted, and necessary instructions were given to the
officials.
In the meeting,
he informed that the government order for the 'School Chalo Abhiyan' for the
year 2026 has been issued. He instructed that every child should be enrolled in
Anganwadi, Bal Vatika, primary, upper primary, and secondary schools according
to their age, and it should be ensured that no child drops out. It was also
instructed that the availability of textbooks in all schools should be ensured
before the campaign begins.
The
Additional Chief Secretary instructed to accelerate the prescribed activities
and financial progress in the schools selected under the PM Shri scheme. Along
with this, he asked to ensure the quality and progress of schools under the CM
Composite School scheme and to demand funds as needed.
In the
meeting, instructions were also given to ensure the admission of children
allotted to private schools under Section 12 of the RTE Act and to conduct
extensive publicity for the third phase to achieve maximum enrollment. He
informed that the examination of neo-literates under the New Literacy Program
was completed on March 15, 2026. Officials were instructed to make more
illiterate people aged 15 and above literate through volunteers, in which the
participation of Shiksha Mitras can also be ensured.
During the
review of various components under the Samagra Shiksha Abhiyan, instructions
were given to expedite the operation of Kasturba Gandhi Balika Vidyalayas,
construction of additional classrooms, construction of toilets for persons with
disabilities, community participation, supply of free textbooks, and other
construction works.
The
Additional Chief Secretary stated that timely expenditure of funds released to
make digital classes more effective in schools should be ensured. Along with
this, community participation should be strengthened through the cooperation
and training of members of school management committees. He instructed to
ensure the timely and quality appointment of ECCE educators for the operation
of pre-primary and Bal Vatikas, and the purchase and supply of stationery,
outdoor play material, and child-friendly furniture for children.
In
addition, it was asked to fill vacant posts in Kasturba Gandhi Balika
Vidyalayas quickly and to complete the process of purchasing necessary
materials in a timely manner. Instructions were also given to complete the
approved works under Project Alankar of the Secondary Education Department
within the stipulated time frame. In the meeting, he instructed to organize
felicitation ceremonies and award certificates to schools declared 'Nipun'
based on the Nipun assessment. He also asked to share school-wise assessment
reports with parents and to prepare a clear and time-bound action plan to make
more schools 'Nipun' in the coming year.
