
Lucknow, 20 July (HS): Uttar Pradesh has launched a
renewable energy revolution, with Lucknow emerging as India's rooftop solar
capital and the state accounting for more than 20% of monthly installations.
Uttar Pradesh has quietly engineered a renewable energy revolution. By the middle
of 2026, Lucknow surpassed Gujarat's Surat to become India's undisputed rooftop
solar capital, with 1,02,000 installations. More than 20% of the nation's
monthly solar installations now come from the state. The question is no longer
whether UP is going solar, but how it managed to pull off this miracle in a
state historically plagued by infrastructural and bureaucratic laziness.
The solution is a governance paradigm that views solar
adoption as an aggressive, performance-driven consumer campaign rather than a passive
government program. UP government implemented a decentralized policy while
centralizing supervision. Lucknow became a laboratory for behavioral economics
because to proactive administrators on the ground. They did not wait for people
to read about solar in the headlines; instead, they met them where they were.
When the state implemented mandatory smart meters, authorities promptly
approached those same families to promote solar panels. They organized over 700
Resident Welfare Associations, enlisted the help of schoolchildren to persuade
their parents, and, most importantly, the Lucknow Municipal Corporation gave a
10% property tax discount to adopters.
Given the state's growing electricity demand and energy
needs, domestic consumers are increasingly turning to solar energy. The pace of
rooftop solar installations in Uttar Pradesh is steadily increasing. This is
why Uttar Pradesh has reached top rank in the country in terms of solar rooftop
installations. So far, approximately 2,300 MW of solar rooftop systems have
been installed in the state.
Furthermore, the state accelerated the vendor ecosystem. UP
expanded its solar vendor network by organizing seminars at IIT Kanpur and
monitoring merchants via daily WhatsApp tracking, who became foot soldiers of
the revolution, knocking on doors and sealing transactions. However, administrative
hustling works only if the underlying arithmetic makes logical. The financial
design of the PM Surya Ghar Muft Bijli Yojana, along with the state's
supplementary subsidy of up to Rs 30,000, has made solar an obvious choice.
Subsidies cover more than Rs 1 lakh of the cost of a 3 KW system, in addition
to a 6% bank loan discount. For a 25-year system, this corresponds to two
decades of'muft bijli' (free electricity). If not 'completely muft/free', then
significantly less than someone who consumes the same amount of power sans solar
panels.
However, the pace of adoption isn't uniform across all
regions of the state. Districts under the Madhyanchal and Purvanchal Vidyut
Vitran Nigams are leading the way in rooftop solar adoption. However, districts
in the Western region, considered economically stronger, are lagging behind.
Lucknow has the highest number of households adopting solar
energy: The capital, Lucknow, leads the state in the deployment of rooftop
solar panels. So far, more than 1.23 lakh homes have installed solar rooftops.
Their total capacity has reached approximately 426 megawatts.
After Lucknow, Varanasi and Kanpur have performed the best.
Rooftop solar systems with a capacity of 163 MW have been installed in Varanasi
and 147 MW in Kanpur.
Additionally, the pace of solar rooftop installation has
also increased in other major cities of the state. Solar rooftops with a
capacity of 93 MW have been installed in Bareilly, 87 MW in Agra, 78 MW in
Prayagraj, and 48 MW in Aligarh. Whereas, rooftop solar systems of 50 MW
capacity have been installed in Gorakhpur, 60 MW in Jhansi, 44 MW in Meerut and
42 MW in Muzaffarnagar.
This persuasive economics has totally democratized solar
energy in Lucknow. It isn't only rich attorneys in Gomti Nagar running three
ACs on nearly zero costs; it's the paan seller on Hazrat Ganj or Aminabad who
purchased a portable Rs 3,000 panel since renting a battery for his stand cost
him Rs. 30 per day. Solar is no longer an elitist environmental statement, but
rather a practical tool for survival and financial independence.
The trend of solar connections has also increased in the
districts adjacent to Lucknow.
In the districts around the capital Lucknow also, people's
inclination towards solar rooftop has increased rapidly. So far, 43 MW of solar
rooftop systems have been installed in Barabanki, while 57 MW of rooftop solar
systems have been installed in Rae Bareli, 39 MW in Sitapur, and 38 MW in
Unnao. Consumers in Hardoi have also embraced solar energy, with approximately
22 megawatts of solar rooftops installed here.
Madhyanchal has the highest solar rooftop capacity of 931
MW: Madhyanchal Vidyut Vitran Nigam Limited (MVVNL) leads the electricity
distribution companies by region. So far, 931 megawatts of solar rooftops have
been installed in the districts of the Madhyanchal region.
At the same time, solar rooftops of about 502 MW capacity
have been installed in the districts falling under Purvanchal Vidyut Vitaran
Nigam. This figure is around 340 MW in Dakshinchal Vidyut Vitran Nigam area and
around 311 MW in Paschimanchal Vidyut Vitran Nigam area.
However, claiming that the task has been achieved would be
premature. The UP government must now fix the blind areas. While residential
rooftops are burning, commercial adoption is stalling because UP uses a net
feed scheme for companies rather than the lucrative net metering provided to
houses, eliminating the financial incentive for shops and factories.
There is also a notable geographical disparity. Lucknow has
more over a lakh installations, whilst places like Shravasti have less than a
thousand. The Lucknow model is based on urban density and vendor networks,
which do not yet exist in the state's poorer, rural parts. Despite these
hurdles, UP Government's solar trajectory is apparent. The state has reinvented
its own governance narrative by smoothly combining central subsidies with
merciless local implementation. It has demonstrated that when legislation
aligns with the pragmatic math of the ordinary man, even the searing UP Sun can
be connected into the grid to fuel a quiet, dazzling revolution.
