New Delhi, 21 July (H.S.): Proceedings of both Houses of Parliament were disrupted on the second day of the Monsoon Session on Tuesday as Opposition members raised concerns over the alleged police action during the Cockroach Janta Party (CJP)-led protest march towards Parliament and demanded discussions on issues related to students and examination irregularities.
The Lok Sabha and Rajya Sabha were adjourned till 2 pm shortly after the commencement of proceedings amid intense sloganeering by Opposition MPs.
In the Lok Sabha, Speaker Om Birla appealed to members to maintain order and allow the House to function. He said that members would get an opportunity to raise their issues after Question Hour. However, amid continued protests, the House was adjourned until 2 pm.
In the Rajya Sabha, Congress president and Leader of Opposition Mallikarjun Kharge raised the issue of the alleged police crackdown during the CJP protest march held in Delhi on Monday. Soon after Kharge began speaking, the House witnessed disruptions and was adjourned till noon, and later until 2 pm.
Kharge alleged that students protesting against paper leaks and issues related to the NEET examination faced police action, including lathi-charge and the use of tear gas shells. He said that the concerns of students should be heard in Parliament.
Leader of Opposition in the Lok Sabha Rahul Gandhi, after meeting Speaker Om Birla, demanded a detailed discussion on the alleged “brutality” against students during the protest. Gandhi said the Opposition would continue to raise the issue and ensure that the concerns of students are heard both inside and outside Parliament.
The Opposition parties also held a meeting ahead of the day’s proceedings to decide their strategy for the Monsoon Session. Congress Parliamentary Party chairperson Sonia Gandhi, Rahul Gandhi, Mallikarjun Kharge, NCP (SP) MP Supriya Sule, and other leaders attended the meeting.
Meanwhile, Union Parliamentary Affairs Minister Kiren Rijiju, while briefing the media after the NDA Parliamentary Party meeting, said that Prime Minister Narendra Modi stressed the need for strict action against those responsible for examination paper leaks.
Rijiju said the Prime Minister informed NDA MPs that the government had acted immediately after the NEET paper leak issue emerged. He added that the examination was conducted again to protect students’ interests and the government was working to establish a strong system to prevent such incidents in the future.
During the NDA Parliamentary Party meeting, known as ‘Mangal Milan’, Prime Minister Modi also urged alliance MPs to remain united and effectively present the government’s position during the session.
Apart from the student protest issue, the government is expected to introduce key legislative business during the Monsoon Session. The Rajya Sabha is likely to consider the Prevention of Insults to National Honour (Amendment) Bill, 2026, aimed at providing statutory protection to the National Song ‘Vande Mataram’. The Lok Sabha is scheduled to take up the Supreme Court (Number of Judges) Amendment Bill, 2026, for consideration and passage.
The first day of the Monsoon Session on Monday was also marked by repeated disruptions, with Opposition members demanding discussions on issues including examination paper leaks and the CJP protest in Delhi.
