March (HS): The Yogi government is working in a planned and result-oriented

manner, giving top priority to the all-round empowerment of the disabled and

backward classes. In this sequence, a detailed review meeting of departmental

schemes was held on Monday in the new building of the Secretariat under the

chairmanship of the State Minister (Independent Charge) for Backward Classes

Welfare and Disabled Empowerment, Narendra Kashyap. In the meeting, a detailed

assessment was made of the progress, financial achievements and the status of

reaching the beneficiaries of various welfare schemes run by the department.

At the

meeting, Minister Narendra Kashyap directed officials to ensure that benefits

from all schemes reach eligible beneficiaries in a transparent, timely, and

effective manner. He stated that the Yogi government's priority is to ensure that

the true benefits of government schemes reach the last mile in society.

Negligence or laxity at any level in this process will not be tolerated.

During the

meeting, the progress of Dr. Shakuntala Mishra National Rehabilitation

University, Lucknow, and Jagadguru Rambhadracharya Divyang Rajya

Vishwavidyalaya, Chitrakoot, was also reviewed. Minister Narendra Kashyap

stated that these two universities are important centers of higher education

for the disabled and need to be further strengthened. He directed officials to

organize workshops, awareness programs, and publicity campaigns at the

divisional level to disseminate information about the educational facilities,

courses, and opportunities at these universities to students with disabilities,

so that more students can pursue higher education. He also directed the prompt

filling of vacant teaching positions at both universities and the completion of

ongoing projects within the stipulated timeframe in a quality manner.

During the

review of the Backward Classes Welfare Department, Minister Kashyap stated that

the true measure of a scheme's success is determined only when its benefits

directly reach eligible individuals. He directed that regular review meetings

be held at the district level and that work be expedited by coordinating with

district magistrates in districts that are not making the expected progress. He

also stated that state funds should be used with utmost sensitivity for the

benefit of persons with disabilities. The State Commissioner for Persons with

Disabilities also conducted a detailed review of pending court cases and their

disposal status.

The

meeting was informed that 11,98,725 persons with disabilities have benefited so

far under the Disabled Maintenance Grant (Disabled Pension) Scheme. Under the

Leprosy Pension Scheme, benefits have been provided to 13,395 beneficiaries.

Under the Artificial Limb and Assistive Devices Scheme, 26,830 different types

of artificial limbs and assistive devices have been distributed to 22,672

persons with disabilities. Disabled people are also being provided free travel

on Uttar Pradesh State Road Transport Corporation buses.

During a

review of schemes run by the Backward Classes Welfare Department, it was

reported that a provision of Rs. 232 crore has been made under the Marriage Grant

Scheme for the financial year 2025-26. So far, Rs. 188.08 crore has been

transferred to 94,040 beneficiaries' bank accounts through Direct Benefit

Transfer (DBT).

Widespread

benefits have also been provided under the Scholarship and Fee Reimbursement

Scheme. A total of 25,98,344 students have been provided assistance of Rs

1586.59 crore under the Pre-Matric Scholarship Scheme and the Post-Matric

Scholarship and Fee Reimbursement Scheme. In addition, a computer training

scheme is being implemented to technically empower youth from Other Backward

Classes. In the financial year 2025-26, 34,892 trainees are being trained under

this scheme.

Minister

Narendra Kashyap said that the Yogi government's objective is not just to

provide assistance, but to enable the disabled and backward classes to live

self-reliant, empowered, and dignified lives. He said that the government is

working with full commitment in all dimensions of education, skill development,

employment, and social participation, so that all sections of society can have

equal opportunities.
