Delhi, 12 June (H.S.): To improve the quality and supervision of National Highway projects, NHAI has limited consultancy firms to a maximum of 10 projects per 'Engineer' for supervision purposes. Past observations indicated that many projects were being handled by one designated 'Engineer', leading to potential failures in meeting contractual obligations and quality monitoring. The guideline revisions include detailed clauses regarding the appointment of Independent Engineers and delegation responsibilities for projects under Hybrid Annuity Mode (HAM) and Engineering, Procurement, and Construction (EPC) mode.
Furthermore, the designated 'Engineer' is required to visit project sites monthly and contribute to the Monthly Progress Report. This new restriction will be enforced after a 60-day adjustment period for consultancy firms. Ultimately, limiting the number of projects per 'Engineer' aims to boost operational efficiency, ensure high-quality implementation and maintenance of highways, and promote a safe and seamless travel experience on National Highways nationwide.
