New Delhi, 27 July (H.S.): The Monsoon Session of Parliament witnessed disruptions on Monday as Opposition parties intensified their protest over the alleged use of pellet guns and excessive force against students during the recent CJP protest near Jantar Mantar. The Opposition demanded accountability from Union Home Minister Amit Shah and sought a detailed explanation regarding the police action, leading to repeated disruptions and the adjournment of both Houses.

The Lok Sabha proceedings were adjourned till noon shortly after the House assembled as Opposition MPs raised slogans and demanded a statement from Home Minister Amit Shah over the alleged police action against protesting students. The Rajya Sabha also witnessed uproar, with Opposition members pressing for a discussion on the issue before allowing normal legislative business to proceed.

The protests stemmed from allegations that security forces used excessive force, including pellet guns and tear gas, against students during a demonstration in Delhi on July 20 over issues related to examination irregularities and the alleged NEET paper leak. Opposition leaders accused the government of failing to protect the democratic right to peaceful protest and sought clarification on who authorised the use of such force.

Leader of Opposition in the Lok Sabha Rahul Gandhi had written a letter to Amit Shah on Sunday, questioning whether the use of pellet guns against students was approved by the Home Ministry. He also sought details about the deployment of personnel involved in the action and demanded accountability from those responsible.

Congress MPs in both Houses moved notices seeking discussions on the matter. In the Rajya Sabha, Congress MP Syed Naseer Hussain submitted a notice under Rule 267, demanding suspension of listed business to discuss the alleged use of force, pellet guns and tear gas against peaceful protesters. In the Lok Sabha, Congress MP K.C. Venugopal also sought an adjournment motion to raise the issue of police action against students.

Meanwhile, the government defended its position and urged Opposition parties to allow Parliament to function. BJP leaders said that the proposed Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, aimed at preventing paper leaks and examination fraud, was an important step towards protecting students’ interests.

The anti-paper leak legislation is scheduled to be introduced in the Lok Sabha on Monday by Union Minister of State for Personnel, Public Grievances and Pensions Dr Jitendra Singh. The Bill seeks to strengthen legal provisions against cheating, organised examination fraud and paper leaks.

Opposition parties, however, maintained that discussions on student-related concerns and alleged police excesses should take place before other legislative business is taken up. Leaders of the INDIA bloc said they would continue to raise the issue collectively in Parliament.

The Monsoon Session has witnessed repeated disruptions since it began on July 20, with the Opposition targeting the government over examination irregularities, student protests and accountability issues. The government has maintained that strict action is necessary to ensure transparency and credibility in the examination system.
