Guwahati, 21 April (HS): National Civil Services Day 2026 was observed on Tuesday at the Assam Administrative Staff College in Guwahati. The programme was organised by the Government of Assam’s Personnel Department along with the Administrative Reforms, Training, Pensions and Public Grievances Department (ARTP&PG).

Chief Secretary of Assam, Dr. Ravi Kota, attended the event as the keynote speaker and addressed a gathering of senior officials and officers.

In his address, the Chief Secretary underlined the significance of Civil Services Day as an opportunity to reflect on the role of civil servants in governance. He noted that the civil services were envisioned by the framers of the Constitution as a key institution to ensure unity, integrity and continuity in administration.

Referring to the constitutional framework governing civil services, he emphasised that it is founded on principles such as merit, neutrality, institutional integrity and accountability. He cited the views of Sardar Vallabhbhai Patel on the importance of an independent and impartial civil service in maintaining national unity and also highlighted the contributions of BR Ambedkar in establishing a rule-based and merit-oriented system through institutions like the Public Service Commissions.

He further stated that in a democratic setup, while governments may change, the role of civil servants remains constant. Stressing professionalism and impartiality, he urged officers to adhere to constitutional values in discharging their responsibilities.

Highlighting the integrated nature of civil services, he said that effective public service depends on meaningful contributions within the institutional framework. On matters of postings and career progression, he advised officers to prioritise service delivery and responsibilities over perceptions linked to postings, adding that professional satisfaction stems from dedication to public service.

The Chief Secretary also emphasised that public service demands sustained commitment and that challenging assignments offer opportunities for growth and improvement. He called for a focus on execution, outcomes and adaptability in the evolving governance landscape.

In conclusion, he urged officers to uphold the values of integrity, impartiality, courage and character in the discharge of their duties.

Special Chief Secretary MK Yadav, Additional Chief Secretary Mukesh Sahu, Principal Secretary GD Tripathi and Commissioner & Secretary MS Manivannan, along with several senior officials, were present at the event.

The programme concluded with officers reaffirming their commitment to public service.------------
