Guwahati, 31 March (HS): Assam Chief Minister Himanta Biswa Sarma on Tuesday started that the Sankalp Patra reflects the aspirations of the people and is guided by the vision of Prime Minister Narendra Modi.

Addressing the public, the Chief Minister said that the manifesto has been prepared after taking suggestions from citizens across the state and aims to build on a decade of governance by presenting a forward-looking roadmap for Assam’s future development.

Highlighting key commitments, Sarma said the party has prioritised identification and deportation of illegal infiltrators, protection of government and heritage land from encroachment, and reconstruction of Srimadhupur Satra. The manifesto also proposes implementation of a Uniform Civil Code, excluding Sixth Schedule areas and tribal communities, along with laws to prevent “land jihad.”

On infrastructure and economic growth, the document outlines plans for projects worth ₹5 lakh crore, development of satellite townships and an aerocity, and the launch of a flood-free Assam mission. It also aims to create two lakh government jobs and support the emergence of 10 lakh young entrepreneurs.

In the social sector, the party has promised free ration for poor families, free education from pre-primary to postgraduate levels for needy students, and establishment of one university in every district. Financial assistance schemes include phased increase of benefits under Orunodoi up to ₹3,000, creation of 40 lakh “Lakhpati Baideu,” and community kitchens in every district.

For agriculture and allied sectors, the manifesto includes ₹11,000 assistance for small and marginal farmers, state support for procurement at minimum support price, and financial aid for fish farmers. It also proposes the Assam Agriculture Development Mission and establishment of common facility centres.

The document further addresses welfare of tea garden workers with a phased wage increase up to ₹500 and land rights for eligible families. It also includes housing for 15 lakh beneficiaries under the PMAY scheme and initiatives like Nijut Moina scheme.

On cultural and administrative fronts, the manifesto promises preservation of indigenous languages, inclusion of biographies of Assam’s heroes in school curriculum, establishment of an Assam Heritage Museum, and launch of an Assamese OTT platform.

Additionally, the party has pledged constitutional safeguards for tribal belts and blocks, elevation of autonomous councils, and steps toward inclusion of various communities in ST and OBC lists. It also commits to time-bound implementation of all peace accords, formation of two new police battalions, and development of sports infrastructure across blocks and districts.

Among major proposals, Sarma highlighted plans to develop Dibrugarh as the second capital with a High Court bench, ensure full-fledged functioning of the Assam Secretariat in Silchar, and establish an AIIMS satellite centre in Sribhumi.

The Chief Minister reiterated that the Sankalp Patra reflects BJP’s commitment to transforming Assam into a $300 billion economy by 2036 through sustained development and inclusive governance.---------------
