
Bhubaneswar, 19 May (H.S.): Housing & Urban Development Department has achieved nearly 94% timeline adherence across 30 notified citizen services under the Odisha Right to Public Services (ORTPS) framework, reflecting major progress in digital civic governance across the State.
During a high-level review meeting chaired by Housing & Urban Development Minister Dr. Krushna Chandra Mahapatra in Bhubaneswar, officials reviewed the implementation of digital service delivery platforms including SUJOG, SWACHHATA and grievance management systems.
According to departmental data, over 6.59 lakh applications were received between April 1, 2024 and April 27, 2026, out of which 6.05 lakh applications were disposed of within the prescribed Service Level Agreement (SLA) timelines. Around 10,916 applications remain pending but are still within permissible timelines.
Trade Licenses emerged as the best-performing service with a 100% on-time disposal rate for all 57,715 applications and zero pendency. Water & Sewerage Connections, which recorded the highest demand with over 5.02 lakh applications, achieved a 96% timely disposal rate. Sewerage Connections and Property Tax New Assessments registered 98% and 96% compliance respectively.
The review also assessed the performance of the Online Building Plan Approval System (OBPAS). Low-risk Building Plan Approvals recorded a 41% on-time approval rate, while non-low-risk approvals stood at 31%. Occupancy Certificates registered a 23% on-time approval rate.
Addressing officials, Dr. Mahapatra stressed that citizen convenience remains the government’s top priority and directed Urban Local Bodies and Development Authorities to remove bottlenecks causing delays and ensure strict adherence to notified timelines.
Additional Chief Secretary Usha Padhee said the Department is strengthening digital governance tools to improve transparency, accountability and citizen-centric urban service delivery across Odisha.
