Kolkata, 1 August (H.S.): As the 16th Population Census process commenced in West Bengal on Saturday, Chief Minister Suvendu Adhikari made a strong statement on illegal infiltration, saying that illegal immigrants residing in the state would be identified, verified and sent back. He clarified, however, that refugees covered under the Citizenship (Amendment) Act (CAA) would not be treated as illegal infiltrators.

Addressing the issue, the Chief Minister said that people arriving in West Bengal from Bangladesh fall into two categories. The first category comprises illegal infiltrators, who, he said, would not be allowed to remain in the state. After proper verification, they would be deported. He asserted that no illegal infiltrator would be allowed to stay in West Bengal.

Adhikari further stated that Hindus, Sikhs, Christians and Jains eligible under the CAA are not illegal immigrants but refugees. Referring to a Government of India notification issued on September 1, 2025, he said that individuals from Bangladesh who entered India on or before December 31, 2024, due to religious persecution or threats to their lives would not face legal action and would not be harassed by the police.

The Chief Minister also said that people who are not Indian citizens would not be eligible to receive benefits under any government welfare scheme. He maintained that both the Central and State governments are responsible only for the welfare of Indian citizens.

Highlighting the benefits of the census exercise, Adhikari said the updated citizen database would improve transparency and efficiency in the delivery of government services. Once the data is compiled by February, citizens would no longer need to repeatedly apply or stand in long queues for welfare schemes, caste certificates or other government services, as a permanent digital record would be available to streamline administrative processes.

According to the state government, citizens can complete the online self-enumeration process until August 15. From August 16 onwards, government officials will conduct door-to-door verification for one month. Those who are unable to complete the online process will have their details collected during the household verification drive.
