
Detailed review of preps, appointments, construction and
recognition works for academic session 2026-27 done
Universities will become centres of regional development,
employment generation and innovation: Higher Education Minister Yogendra
Upadhyay
Lucknow, 04 July (HS): An online review meeting on the
progress of the eight newly created state universities was held in the Assembly's
office room, chaired by State Higher Education Minister Yogendra Upadhyay. The
meeting reviewed in detail the construction work of the universities,
preparations for the 2026-27 academic year, the creation of posts, the
appointment of teachers and staff, the budget, recognition, affiliation, and
administrative arrangements.
Minister Yogendra Upadhyaya stated that the state
government, under the leadership of Chief Minister Yogi Adityanath, is
committed to building quality and modern universities in the field of higher
education. The newly established universities will not only be centers of
education, but will also set new dimensions for regional development,
employment generation, research, and innovation. He directed that all
construction work be completed within the stipulated timeframe and with high
quality, and that negligence at any level will not be tolerated. He urged that
employment-generating courses be conducted in accordance with regional demand.
During the meeting, the Vice Chancellors and officials of
the newly created universities in Bhadohi, Shahjahanpur, Aligarh, Saharanpur,
Azamgarh, Mirzapur, Moradabad, and Balrampur briefed the Minister on the
current status and needs of their respective universities. While the review found
satisfactory progress in construction at many universities, problems related to
land, electricity, roads, drainage, building construction, and administrative
approvals were also identified at some locations. The Higher Education Minister
directed coordination with the concerned departments and district
administrations to resolve these issues promptly.
Minister Upadhyay warned the implementing agencies that the
government is ensuring no shortage of resources in the public interest, and
therefore, any laxity or compromise on quality in construction work will not be
tolerated. He directed them to conduct third-party quality checks of buildings,
ensure structural strength, and conduct regular inspections of every
construction project.
The meeting also reviewed appointments to academic and
non-academic positions in universities. The Higher Education Minister stated
that instead of filling all approved positions at once, appointments should be
made in phases, based on need. Where urgently needed, regular teaching should
be initiated by appointing guest faculty and sessional professors, so that
students' education is not affected under any circumstances. He also emphasized
that government funds should be used with complete transparency and according
to need.
He also instructed universities to make efforts to make more
land available keeping in mind future needs, prepare an action plan for the
overall development of the campus and work on the possibilities of expanding
various subjects including agriculture, science, engineering, psychology. He
said that universities should become centers of local economy, skill
development and innovation and promote employment-oriented education by
establishing coordination with industries and local institutions.
The review also revealed that most universities are
continuing their work in accordance with the academic calendar. The first phase
of construction has been completed in many universities, while the second phase
of proposals is in progress. The process of creating positions, approving
budgets, implementing the Samarth portal, affiliating colleges, and obtaining
recognition from various regulatory bodies, including the UGC, BCI, and NCTE,
is also progressing.
At the conclusion of the meeting, the Higher Education
Minister stated that the government stands rock solid behind the universities
and that all necessary support will be provided in a timely manner. He expected
the Vice Chancellors to work with complete dedication and commitment to develop
the universities into centers of excellence, thereby realizing the vision of
Prime Minister Narendra Modi and Chief Minister Yogi Adityanath for a developed
and knowledge-based Uttar Pradesh. He added that the universities in Aligarh
and Saharanpur are scheduled to be inaugurated by the Prime Minister. Minister
of State for Higher Education Rajni Tiwari, Principal Secretary M.P. Agarwal,
Secretary Amrit Tripathi, Special Secretary Nidhi Srivastava and other
departmental officers were present in the meeting.
