Lucknow, 27 July (HS): Livestock and Dairy Development

Minister Dharampal Singh, while giving clear instructions to the officials in

the review meeting of the Livestock and Dairy Development Department in his

office room at the Vidhan Bhawan on Monday, said that timely and quality

implementation of departmental schemes should be ensured. He said that at least

75 percent of the departmental budget should be spent by the month of November

under all circumstances. If the budget is not spent as per the set target, the

responsibility and accountability of the concerned officials will be ensured.

The Livestock Minister directed the officials regarding

communicable disease control/FMD/protection of destitute cattle from rain and

arrangement of green fodder for them that immediate action should be taken on

receiving any information about Lumpy Skin Disease. All necessary preparations

for prevention of LSD (Lumpy Skin Disease) should be completed in advance. He

said that continuous monitoring should be maintained in all districts and the

availability of necessary medicines, vaccinations and other resources should be

ensured, so that the disease does not spread under any circumstances.

In view of the rainy season, the Minister directed to pay

special attention to the arrangements of cow shelters. He said that there

should not be any waterlogging at any cow shelter. The premises should be kept

dry and clean and adequate platforms should be arranged for the cattle to sit.

Also, all necessary arrangements for protection from rain should be completed

on time. He directed to sow green fodder on five acres of land in each

district. He said that regular information of this work should be provided to

the Directorate, so that the progress can be continuously monitored and the

availability of fodder for the animals is ensured.

Singh said that animal fairs should be organized regularly

in the state. He said that animal fairs are a useful platform for animal

breeders, therefore, there should be no laxity in their operation. Singh said

that effective implementation of all programs should be ensured as per the

government's priorities and negligence at any level will not be tolerated. He

gave strict instructions to increase the number of milk committees, maintain

the quality of milk products, and make regular payment of milk prices.

In the meeting, Minister of State Krishna Paswan said that

adequate arrangements should be made for the protection and promotion of cattle

at cow shelters. To make the cow shelters self-reliant, the assistance of

women's self-help groups should also be sought at the local level. No negligence

should be shown in the vaccination process.

In the meeting, Additional Chief Secretary for Livestock and

Dairy Development, Mukesh Kumar Meshram, directed the concerned officials to

ensure timely compliance with the minister's instructions. He said that

veterinary officers in flood-affected districts should ensure necessary

arrangements, adequate arrangements for green fodder and straw should be made,

all priority programs, including FMD vaccination, arrangements for cow

shelters, artificial insemination, and the formation of milk committees should

be regularly and effectively monitored, and set targets should be met in a

timely manner.
