Guwahati, 27 June (HS): Assam Police on Saturday said that the arrest of two active cadres of the banned United Liberation Front of Asom-Independent (ULFA-I) has helped foil a major terror plot targeting civilians in Tinsukia district.

According to an official statement issued by the Assam Police Headquarters, the two ULFA-I operatives were apprehended during an intelligence-based joint operation conducted by Tinsukia Police with the assistance of central agencies and security forces at Jagun under Lekhapani Police Station on June 26.

The arrested militants have been identified as self-styled Second Lieutenant Sior Asom alias Humenjyoti Barua (27) and self-styled Second Lieutenant Manoj Asom alias Papu Moran (30). Police said both joined ULFA-I in 2018 and were hardened cadres allegedly involved in several terrorist activities.

Security personnel recovered two AK-56 rifles, 172 rounds of live AK ammunition, two hand grenades, a medical kit containing syringes and opioid medicines, food supplies for prolonged jungle survival, backpacks, cash and other combat-related materials from their possession.

Preliminary investigation indicates that the two cadres had been assigned by ULFA-I to carry out indiscriminate attacks on innocent civilians in Tinsukia town with the objective of creating widespread panic. Police said the planned attack also points to the influence and support of external forces attempting to destabilise the region and disrupt public peace.

A case has been registered at Lekhapani Police Station under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), the Unlawful Activities (Prevention) Act, the Arms Act and the Explosive Substances Act.

Police further revealed that the arrested militants were allegedly involved in the October 17, 2025 ambush on an Army camp at Kakopathar, the March 21, 2026 attack on an Assam Police commando camp, and the October 23, 2024 abduction of an employee of a crusher unit at Jagun. -----------
