New Delhi, 09 April (H.S.):
The Delhi Assembly Secretariat has directed all relevant departments to implement Public Accounts Committee (PAC) recommendations arising from the Comptroller and Auditor General (CAG) performance audit on public health infrastructure and services management for the year ended March 31, 2022. Departments must submit Action Taken Reports by July 31, detailing progress as of June 30.
The directive, issued via circular post the House's formal adoption of the CAG's first report, transforms audit observations into actionable mandates. Assembly Speaker Vijender Gupta stressed relentless efforts to fortify public health frameworks, expand service access, and ensure equitable quality care for all.
Formal communications to Health Minister and Health & Family Welfare Secretary demand comprehensive, time-bound responses to PAC findings. Reports must outline departmental assurances, recommendation-wise progress, and firm completion timelines for Assembly tabling.
Gupta underscored efficient health services as good governance bedrock and Delhi's moral duty. Robust infrastructure, trained staff availability, universal access, and accountability are vital to meet escalating demands. Beyond facilities and policies, health services uphold citizen dignity and welfare—necessitating timely action and equitable resource allocation for an effective, inclusive, responsive system.
Extending to policy, Gupta highlighted PAC's call for inclusive frameworks accountable not only to residents but migrants seeking livelihood, education, or care.
Affordable quality services must transcend state origins. Strengthening public hospitals, expanding insurance, and investing in preventive care will advance welfare and social justice, equipping budgets, staffing, and infrastructure to serve locals and visitors alike.
