April (HS): Giving the Yogi government a new impetus to skill development in

the state, the Uttar Pradesh Skill Development Mission released allocations of

99,075 training targets to 957 training partners on the very first day of the

financial year. Under the direction of Kapil Dev Agarwal, the state's Minister

of State (Independent Charge) for Vocational Education, Skill Development, and

Entrepreneurship, the grading policy was made public for the first time this

year and training centers were evaluated. Targets were allocated to private,

industrial, and government partners on this basis, ensuring accountability and

quality.

Under the

initiative of Mission Director Pulkit Khare, this process has been made

transparent, fast, and effective. The time limit for setting up training

centers has been reduced from 90 days to 30 days. A smart top-up

system has been implemented, allowing high-performing institutions to achieve

additional targets before the end of the batch. The entire process has been

digitized. Now, empanelment, target allocation, and payments will be completely

online. Under the new rules of February 23, 2026, institutions will be paid

based on their grading and training quality, increasing both transparency and

efficiency.

Mission

Director Pulkit Khare said that modern skill training including AI, priority to

every section, 'AI for All', soft skills, live classes and industrial visits

have been made mandatory in the training programmes. Also, priority has been

ensured to 33% women, 5% disabled persons and youth from disadvantaged

sections, which will promote inclusive development. The mission is now moving

from 'quantity' to 'quality'. Through digital transparency and timely strategy,

world-class skill training will be provided to the youth and respectable employment

opportunities will be made available to them.

While last

year, training partners were allocated a one-time target of 110,000 trainees

for the entire year, this year, the strategy has been refined and targets have

been set quarterly, i.e., every three months. A target of 99,075 trainees has

been issued for the first three months. Under this, high-performing training

partners will also be provided with a special top-up (additional

target) according to their capacity.
