17 Feb (HS): The Uttar Pradesh Skill Development Mission (UPSDM) is organizing
a two-day regional workshop-cum-Pre-EC meeting at Hotel Centrum Lucknow, with
the aim of developing skills among rural youth and making them self-reliant.
This workshop, organized under the guidance of the Ministry of Rural
Development (MoRD), Government of India, is being attended by officials from
Uttar Pradesh, Ladakh, Himachal Pradesh, Uttarakhand, Punjab, Bihar, and
Jharkhand.
On
the first day, the workshop was inaugurated by Principal Secretary, Vocational
Education, Skill Development and Entrepreneurship, Dr. Hari Om, by lighting the
lamp. In the presence of Priya Singh, Additional Mission Director of Uttar
Pradesh Skill Development Mission, Raj Priya Singh, Director (Skills) of
MoRD, and senior officials from various states, special emphasis was placed on
strengthening the skill framework in line with 'Vision 2047' and providing
long-term handholding to youth after training.
Principal
Secretary Dr. Hari Om stated that decisive steps are now being taken towards
entrepreneurship-based training, moving beyond the traditional placement-based
model of skill development. He informed that the Government of India has
approved UPSDM's proposal to add a self-employment component to DDU-GKY 2.0.
Additionally, decisions such as increasing the MSME loan limit from Rs 5 lakh
to Rs 10 lakh under the 'Mukhyamantri Yuva Udymi Yojana' will economically
empower the youth. He also emphasized the need for policies such as a minimum
salary of Rs 12,000 and 75 percent in-state placement.
Officials
of the Uttar Pradesh Skill Development Mission informed that the skill
development budget has been increased from Rs 150 crore to Rs 1,500 crore. In
the future, special attention will be given to training in modern sectors such
as 'green jobs' and 'healthcare', establishing migration facilitation centers,
and ensuring direct linkage with industries. The mission is now preparing
district-level plans based on data-driven 'skill gap assessment' to train youth
according to the needs of local industries.
On
the first day of the workshop, the Annual Action Plan (AAP) 2026 under DDU-GKY
2.0 and RSETI 2.0 was discussed in detail. It was informed that RSETI has
connected more than 43 lakh candidates with self-employment through 631
centers. Upcoming reforms will emphasize inclusive development, prioritizing
SC/ST, women, and BPL families. Despite challenging geographical conditions,
Ladakh presented a remarkable example by achieving 70-80 percent of DDU-GKY
targets.
At
the end of the first day of the workshop, the seven states of Uttar Pradesh,
Bihar, Himachal Pradesh, Ladakh, Uttarakhand, Punjab, and Jharkhand
collectively resolved to develop a strong and sustainable 'skill ecosystem' in
rural India.
