17 Feb (HS): During a discussion on the Uttar Pradesh Budget 2026-27 in the
Legislative Council, Kapil Dev Agarwal, Minister of State (Independent Charge)
for Vocational Education, Skill Development, and Entrepreneurship, stated that
this budget is a pledge to empower youth, strengthen a skills-based economy,
and position Uttar Pradesh as a technological and industrial leader. He added
that this budget is a document of holistic development, encompassing education,
employment, entrepreneurship, agriculture, and social inclusion.
Minister
Agarwal said that under the leadership of Yogi Adityanath, a new tradition of
development has been established in the state, with comprehensive changes
visible in every sector, from education to health, employment to industry.
Modernization of higher education institutions, promotion of smart classes,
digital learning, research, and innovation are preparing youth for global
competition. Industry linking, startup culture, and innovation-based education
in universities are providing youth with skills along with degrees.
He
stated that the Skill Development Department has equipped ITIs, polytechnics,
and training centers with modern technologies. Youth are being prepared for
future needs by providing training in areas such as artificial intelligence,
data science, cybersecurity, electric vehicles, drones, aviation, and 3D
printing. Effective arrangements have been made for internships,
apprenticeships, and placement linking to establish a direct link between
training and employment, enabling youth to become job creators rather than job
seekers.
Minister
Agarwal said that provisions for data center parks, industrial investment, the
startup ecosystem, and encouraging MSMEs are milestones on the path toward a
self-reliant Uttar Pradesh. Energy and irrigation schemes for farmers,
employment and participation opportunities for women, and infrastructure
expansion are strengthening inclusive growth. The transparent recruitment
process that has provided employment to millions of youth without corruption is
a testament to good governance.
He
said that today the state's ITI and skill institutes are becoming centers of
innovation, equipped with new technologies. He urged the members of the House
to visit their respective districts and observe the skill institutes, saying
that if the youth become self-reliant, Uttar Pradesh will become self-reliant,
and this will realize the resolve of a self-reliant India.
