16 Feb (HS): In a significant step towards expanding higher education during
the 2026-27 budget session of the Assembly, the Yogi government passed the
Uttar Pradesh State University (Amendment) Bill, 2026, and the Uttar Pradesh
State University (Second Amendment) Bill, 2026. Both bills, presented by the
state's Higher Education Minister Yogendra Upadhyay in the House, were passed
by a majority.
Presenting
the motion in the House, the Higher Education Minister stated that the Yogi
government's goal is to extend higher education to the last person in society.
Referring to Pandit Deendayal Upadhyay's philosophy of Antyodaya and Integral
Humanism, he said that the government is working with the belief that education
is a powerful medium for social change. Under the leadership of the Yogi
government, concrete decisions are continuously being taken to establish
universities in rural, backward, and deprived areas, ensuring quality education
for youth in their own regions.
Minister
Upadhyay informed that under the amendment bill, Kashi Naresh Post Graduate
College, located in Gyanpur, Bhadohi district, will be upgraded and developed
into a university. This will enable the affiliation of 23 nearby colleges and
provide thousands of students in the region with better opportunities for
higher education, research, and innovation. This decision is a crucial step
towards developing Purvanchal as a new hub for higher education.
Through
the second amendment bill, the path has been cleared for the establishment of
Swami Sukhdevanand University by upgrading the educational units of Mumukshu
Ashram Trust in Shahjahanpur. The Minister stated that the Trust has
collaborated in establishing the university by transferring its movable and
immovable property and resources to the government through an MoU. This will
lead to the affiliation of 60 regional colleges and provide new opportunities
for education and employment to youth at the local level.

Upadhyay informed the House that since 2017, the Yogi government has brought
about extensive reforms in the field of higher education. Where earlier there
was a lack of government universities in many divisions, new universities are
now being continuously established. Under the government's higher education
promotion policy, the goal has been set to establish universities in every
district, ensuring balanced and decentralized development of education.
He
said that the Yogi government is not limited to merely increasing the number of
institutions but is also paying special attention to quality improvement,
international cooperation, research, and skill-based education. The increasing
number of foreign students and new educational opportunities in the state are
proof of this change. The government is committed to strengthening Uttar
Pradesh's position on the national and global education map by linking higher
education with employment, innovation, and self-reliance.
