The Delhi government has launched a transformative initiative to assign a unique identity to every piece of land in the national capital. Every land parcel will now receive a 'Bhu-Aadhaar Card' featuring a 14-digit Unique Land Parcel Identification Number (ULPIN), enabling secure and organized digital record-keeping.
Chief Minister Rekha Gupta announced this measure on Sunday, emphasizing its role in reducing land disputes, enhancing transparency, and curbing corruption. Dubbed 'Bhu-Aadhaar,' the system serves not merely as a number but as a robust digital shield against irregularities in property matters.
Originally conceived by the Union Ministry of Rural Development and Department of Land Resources in 2016, the scheme had languished under previous administrations but is now being executed in 'mission mode' by the Revenue Department's IT wing, with support from the Survey of India.
The geo-referenced 14-digit code will minimize boundary disputes by precisely delineating land limits and foster data coordination across government departments. It will effectively deter fraudulent transactions and multiple registrations while sparing citizens the ordeal of visiting multiple offices—one number will reveal comprehensive property details.
For residents, this promises unprecedented ease in verifying ownership rights.
Technical Implementation
Advanced technologies underpin the rollout, including approximately 2 terabytes of high-quality geospatial data and ortho-rectified drone imagery sourced from the Survey of India. These will generate accurate ULPINs for Delhi's rural areas, encompassing all 48 villages already under the SVAMITVA scheme.
An initial allocation of ₹13.207 million has been managed by the IT wing, with a Standard Operating Procedure (SOP) and phased timelines now guiding citywide implementation.
Pilot Success
The initiative's efficacy was demonstrated in a pilot project at Tilangpur Kotla village in West Delhi, where 274 ULPIN records were successfully created. This precedent underscores the government's commitment to digitizing every inch of land, aligning with broader Digital India objectives.
