New Delhi, July 3 (HS): Lok Sabha Speaker Om Birla emphasized the importance of urban bodies as foundational elements of democracy during the inaugural session of the National Conference of Urban Bodies in Manesar, Gurugram on Thursday.He highlighted the need for greater accountability and transparency through dialogue and best practices, underlining the necessity for regular discussions and meetings within these bodies to ensure democratic traditions are upheld.

He stated that ULBs should operate like the Lok Sabha and state assemblies, addressing civic issues through regular debates in Question and Zero Hours. Birla noted that parliamentary proceedings in the current Lok Sabha encounter fewer disruptions compared to previous ones, due to the collaboration of political leaders. The 18th Lok Sabha witnessed a shift toward prioritizing public issues.

Haryana Chief Minister Nayab Singh Saini reiterated the significance of strengthening urban bodies for national strength and pointed out that Gurugram is being developed as a model for future population growth, focusing on transparency and modernization. He emphasized the priority of smart cities, cleanliness, and environmental concerns, aligning with the Prime Minister's vision for slum-free cities. Lok Sabha Secretary General Utpal Kumar Singh noted that this conference, inspired by Om Birla, marks the first national gathering of urban bodies aimed at positioning Parliament as a guardian of these institutions. Haryana Assembly Speaker Harvinder Kalyan expressed that the conference aims to clarify urban bodies' roles in nation-building and promote public accountability. The two-day event from July 3 to 4 sees participation from mayors and involves discussions on key topics such as urbanization, women’s empowerment, and governance.
