New Delhi, November 28 (HS): The proceedings of the House were adjourned till Friday amid uproar in the Rajya Sabha on Thursday demanding a discussion on the Adani case under Rule 267. Amid the disruption at the beginning of the House, Chairman Jagdeep Dhankhar appealed to the members to maintain discipline and decorum. He urged the members to follow the rules of parliamentary procedure.
He said that this House is not just a forum for debate - Our national sentiment should resonate from here. Parliamentary disruption is not a solution, it is a disease. It weakens our foundation. It leads Parliament to irrelevance. We have to maintain our relevance. When we engage in such conduct, we deviate from the constitutional system. We turn away from our responsibilities. If Parliament deviates from its constitutional duty to represent the hopes and aspirations of the people, we must nurture nationalism and advance democracy.
Responding to a question by member Jairam Ramesh in the House, the Chairman said, This is a good question raised by my dear friend Jairam Ramesh. He has asked how can we influence the Chair? This is an important question, so I want to answer it. Historically we can influence the Chair only if we follow the highest standards of rules. As I said yesterday, the decision of the Chair must be respected, not challenged.
He further said, The rules are so broad that they provide every MP an opportunity to contribute. Let me point out the last session when we had allocated time but due to lack of speakers we could not use that time. So there is no bar to expressing your concerns as per the rules.Any kind of deviation from the rules is akin to insulting this temple.
