Bhubaneswar, 05 July (H.S.): The Odisha government has ordered the suspension of the distribution and mutation of Bhoodan land until further notice, citing irregularities and procedural lapses in the implementation of existing norms.

In an official communication issued by the Revenue and Disaster Management Department, Additional Chief Secretary Dr. Aravind Padhee has directed all Revenue Divisional Commissioners (RDCs), District Collectors, the Inspector General of Registration (IGR), and the Directorate of Land Records and Surveys to immediately halt the ongoing processes related to Bhoodan land allocation and mutation.

The government has observed that in several cases, Bhoodan land has been distributed to beneficiaries without proper compliance with prescribed rules and without adequate verification of land records. Officials warned that such practices may lead to legal complications at the stage of mutation and issuance of land pattas.

Taking note of these concerns, the department has decided to keep the distribution of Bhoodan land and mutation in favour of beneficiaries in abeyance until further orders. The state government has also issued strict instructions that any transfer of land already distributed and mutated under the Bhoodan scheme shall not be registered with immediate effect.

In addition, district collectors have been asked to compile and verify detailed records pertaining to land donated to the Bhoodan Yajna Committee, land distributed from such holdings, land recorded in HAL records, and pattas issued to beneficiaries. The consolidated report is to be submitted to the government within one month.

Authorities have further directed all Sub-Collectors, Tahasildars, and field-level officials to strictly adhere to the order and ensure proper implementation of the directive across all districts.
