
Lucknow, 03 July (HS): “Bureaucracy existed in the past,
exists today, and these systems will continue in the future as well, but we too
can become agents of change, this has been evident within Uttar Pradesh over
the past 9 years. Whatever welfare schemes the Government of India presents, UP
stays at number 1 or number 2 position within the country. Some people used to
gobble up the rations, and now there's relief from that, and the poor have
started to receive their rightful due. Today the public is happy. Today, 60% of
the country's expressways are in UP. This is the strength of the double-engine
government. The administration should be sensitive,” said Chief Minister while
addressing administrative officers and trainees on Friday after inaugurating
the state-of-the-art new campus of the Dr. Ram Manohar Lohia Uttar Pradesh
Academy of Administration and Management, built on an area of more than 22
acres at a cost of more than Rs 464 crore. Before this, he inaugurated the
building with rituals and prayers and inspected the campus to inquire about
various facilities and arrangements.
Chief Minister Yogi Adityanath stated that Uttar Pradesh's
bureaucracy is no longer suffering from policy paralysis, but is instead ready
to accelerate towards achieving the goal of a developed Uttar Pradesh. Uttar
Pradesh will become the foundation of a developed India, and for this, every
village, town, and ward in the state must become self-reliant. Political
leadership can only provide a vision, but the administrative machinery
possesses the full power to implement it. Therefore, training, capacity
building, and a positive work culture are crucial.
Teamwork and positive thinking are the basis of success: The
Chief Minister said that this academy should be developed as India's leading
school of public leadership. This institute will play a vital role in realizing
the concept of knowledge to development, development to public trust and public
trust to nation building. For this purpose, an academy equipped with modern
facilities has been constructed. Good results cannot be achieved by the
thinking of going it alone or by weakening the team. Teamwork, positive
thinking and innovation are the basis of success. Administrative officers need
to continuously learn, adopt technology-based good governance, sensitive
administration and innovation.
Uttar Pradesh's identity has changed in nine years: The
Chief Minister said that Uttar Pradesh's development journey over the past nine
years speaks volumes. Administrative officers are the most important bridge
between the government and the public. If this bridge is strong, the benefits
of government schemes will reach the last person, and public perception will
also become positive. For two to three decades before 2017, Uttar Pradesh's
image had become extremely negative. People had begun to believe that no
national scheme could succeed in Uttar Pradesh. Not only administrative
officers, but also the political leadership were responsible for this.
No more identity crisis, UP among top-3 economies: The Chief
Minister said that in the last nine years, Uttar Pradesh has created a new
identity for itself. Today, the state has secured its place among the top three
economies of the country. Uttar Pradesh has set new records in the fields of
security, good governance, crowd management, technology-based reforms and
administrative functioning. Now, no one here faces an identity crisis. Now, no
one can call it a sick state. The state has remained a revenue surplus state
for six consecutive years. The state consistently remains at the first or
second position in the effective implementation of the schemes of the
Government of India.
UP is also number 1 on Mission Karmayogi and i-Got platform:
The Chief Minister said that Uttar Pradesh was earlier lagging behind in the
field of capacity building on the i-Got platform under Prime Minister Modi's
Mission Karmayogi, but due to the efforts of administrative officers and
employees, it is now at the first position in the country. This is a proof of
the efficiency of our administrative system. A comprehensive dialogue campaign
was launched across the state regarding the vision of developed India-developed
Uttar Pradesh. Discussions took place from the Legislative Assembly to the
village Chaupals. 300 senior administrative officers, educationists and former
officers went among various sections and communicated. More than 98 lakh
suggestions were received on the state government portal, on the basis of which
the vision document was prepared.
Technology has ended corruption; the poor have got their
rights: The Chief Minister said that technology-based reforms have brought
about a big change in the lives of the common people. With the implementation of
e-POS machines in ration distribution, complaints have ended and the poor have
started getting their full rights. Earlier, there was corruption in the ration
system, but now transparency has come and the public is satisfied. Earlier,
sugarcane farmers had to face problems like slips, black marketing and short
weighing. Now, complete information is available on mobile itself. With the
implementation of DBT system, the money of pension and other schemes is
reaching the accounts of the beneficiaries directly and the role of middlemen
has ended.
UP becomes the country's leading state in infrastructure:
The Chief Minister said that Uttar Pradesh today has the largest expressway
network in the country. About 60 percent of the country's expressways are in
Uttar Pradesh. The four-lane and six-lane road network has developed rapidly.
Projects like Metro, Airport, Rapid Rail, Inland Waterway have become the new
identity of Uttar Pradesh and all this is the result of the strength of the
double engine government. On this occasion, Finance and Parliamentary Affairs
Minister Suresh Khanna, Chief Secretary SP Goyal, former Chief Secretaries R.
Ramani, Atul Gupta, Alok Ranjan, Anoop Chandra Pandey, Durga Shankar Mishra,
Manoj Kumar Singh, along with a large number of serving and retired
administrative officers and trainee officers of the state were present.
“The administration should embody the spirit of innovation
and excellence. If every officer and employee works with dedication towards the
national interest and public service, no one can stop Uttar Pradesh from
reaching new heights of good governance, exemplary administration, and
development. In furtherance of this spirit, with the aim of giving a new
direction to administrative training, the inauguration of the new campus of Dr.
Ram Manohar Lohia Uttar Pradesh Academy of Administration and Management (RUPAAM),
constructed in Lucknow at a cost of more than Rs. 464 crore, was done today. I
am fully confident that RUPAAM will develop and expand as one of India's
leading schools of public leadership.
