Prayagraj, 25 July (HS): To ensure seamless and safe operations during the

monsoon season, North Central Railway, under the leadership of General Manager Naresh

Pal Singh, has rolled out a running, tech-enabled Monsoon RUB Monitoring &

Waterlogging Management Protocol across its jurisdiction. At the core of this

strategy is the Bridge Management System (BMS), which drives a rigorous and

multi-layered framework to monitor, manage, and mitigate waterlogging issues at

Road Under Bridges (RUBs), prioritizing public safety and uninterrupted traffic

flow.

Key Highlights of the Protocol - ADEN-wise Monsoon WhatsApp Groups: Dedicated

ADEN-wise Monsoon WhatsApp groups have been created in divisions for real-time

monitoring. Hourly section-wise rainfall duration is reported, and whenever

rainfall occurs, geo-tagged photographs of all affected RUBs are shared

immediately.

Twice-Daily Monitoring: Geo-tagged photographs of all RUBs are collected

and reviewed daily at proper interval to monitor the prevailing waterlogging

status.

Real-Time BMS Reporting: Waterlogging at every RUB is reported in real time

through the Bridge Management System (BMS). After dewatering, the updated

status is uploaded again to confirm restoration.

Vulnerability Classification – Mild: Waterlogging depth greater than 5 cm

and up to 20 cm is classified as Vulnerable (Mild), with inspection mandatory every

15 days through the BMS.

Vulnerability Classification – Severe: Waterlogging depth greater than 20

cm is classified as Vulnerable (Severe), with inspection mandatory through the

BMS once a week.

Critical Waterlogging: Waterlogging exceeding 50 cm and persisting for more

than 6 hours is considered a critical case.

Traffic Regulation: If the waterlogging depth exceeds 300 mm (30 cm), the

RUB is temporarily closed to road traffic until complete dewatering is carried

out.

Apart from it watchmen are being stationed at sensitive locations to monitor

the real time situations. This watchman have been counselled to remain

sensitive about the waterlogging and in case of traffic regulations they have

been instructed to chain the way so any vehicle doesn't get stuck up in the

waterlogged LHS.

Important Clarification regarding Waterways(culverts): Stakeholders and the

public should note that certain waterways or drainage culverts exist solely for

specialized water drainage and management, rather than public transit or

general commute. Occasionally, photographs of these exclusive waterways appear

in public circulation and are mistakenly perceived or misconstrued as Road

Under Bridges (RUBs) or Limited Height Subways (LHS), leading to public

confusion. Citizens are advised to distinguish between operational transit

RUBs/LHS and dedicated structural waterways.

standards and minimizing monsoon-related inconveniences through proactive planning,

transparent communication, and continuous digital surveillance.
