New Delhi, 21 July (H.S.):

The second day of the Monsoon Session of Parliament was disrupted by opposition protests as the Lok Sabha and Rajya Sabha were adjourned until Wednesday at 11 am following repeated disruptions over the NEET paper leak issue and other matters.

Soon after the Lok Sabha proceedings began at 11 am on Tuesday, opposition members continued their protests, forcing the House to be adjourned first until 12 noon and later until 2 pm.

When the Lok Sabha resumed at 2 pm, Chairperson Dilip Saikia appealed to members to maintain the dignity of the House and return to their seats. He said members should be allowed to raise issues of public importance under Rule 377 and gave around 20 minutes for the purpose.

However, opposition members continued sloganeering and entered the Well of the House. Despite repeated appeals from the Chair to maintain order and allow proceedings to continue, the disruptions persisted. Following this, the Lok Sabha was adjourned for the day.

The proceedings of the Rajya Sabha were also adjourned twice due to opposition protests, first until 12 noon and later until 2 pm.

When the Upper House resumed at 2 pm, Deputy Chairman Harivansh urged opposition members to allow the House to function according to the listed agenda. He said that members should follow the prescribed rules for discussions and those wishing to raise issues should speak in an orderly manner.

He appealed to all members to avoid creating a disturbance and cooperate in conducting the proceedings smoothly.

Despite the appeals, opposition members continued raising slogans over the NEET-UG question paper leak and the alleged police action against youths protesting at Jantar Mantar. As the uproar continued, the Deputy Chairman adjourned the Rajya Sabha just about a minute after it resumed, with proceedings scheduled to continue on Wednesday at 11 am.
