
Mission to be expanded from Balvatika to Class 5, class-wise
targets to be developed as per NCF, NCERT and Parakh: Minister Sandeep Singh
Lucknow, 18 July (HS): Under the leadership of Chief
Minister Yogi Adityanath, UP government has taken a major step toward making
basic education in Uttar Pradesh more qualitative, results-oriented, and
competency-based. In accordance with the National Education Policy 2020, a
comprehensive action plan has been developed to expand and target the Nipun
Bharat Mission.
Under this action plan, clear learning goals will be set for
each grade, effectively implementing the mission from kindergarten to grade 5.
Along with this, regular assessments of children's learning levels, teacher
capacity building, identification of learning gaps, and strengthening of
remedial teaching will be implemented.
State Minister of State for Basic Education (Independent
Charge) Sandeep Singh said, Strengthening basic education is our top
priority in the Yogi government. In line with the spirit of the National
Education Policy 2020, the Nipun Bharat Mission is now being expanded from
kindergarten to grade 5, so that every child can develop a strong educational
foundation.
Our goal is to ensure that no child falls short of the set
learning goals. To this end, we have developed a concrete action plan to set
class-wise goals in accordance with the NCF and Parakh, enhance teacher
capacity, and continuously evaluate them. The Yogi government has equipped
government schools with modern resources, trained teachers, and quality
teaching methods. This roadmap will bring about historic improvements in
learning outcomes in the state, and Uttar Pradesh will become a model for the
entire country in basic education.
In this regard, Additional Chief Secretary, Basic Education,
Partha Sarathi Sen Sharma, has issued instructions to all Divisional
Commissioners and District Magistrates for the expansion of the mission and
effective implementation of the set goals. This action plan for the expansion
of the Nipun Bharat Mission is considered an initiative that will give a new
direction to basic education. By developing a continuous chain of learning from
Balvatika to Class 5, the goal is to empower every child with the necessary
knowledge, skills, and competencies according to their age and class.
According to the action plan, subject-wise and class-wise
learning objectives for Hindi, English, Mathematics, and Environmental Studies
in grades 3 to 5 will be developed in accordance with the NCF, NCERT textbooks,
and PARAKH standards. To achieve this, competencies will be determined in
collaboration with experts, SCERT, DIET, and teachers and finalized through
consultation workshops.
The new action plan places special emphasis on ensuring
curriculum completion as well as on each child's actual learning level.
Children's progress will be continuously monitored through regular school-level
evaluations and formative assessments, and catch-up teaching and additional
support will be provided to children with learning gaps. Teachers will be
trained in activity-based learning, competency-based education, effective use
of TLM, digital resources, and the Diksha platform. Special emphasis is also
placed on school readiness at the kindergarten level, effective use of school
libraries, reading culture, and parental participation. Regular monitoring and
review systems will also be developed at the state, district, block, and school
levels.
