Lucknow, 22 June (HS): Taking a significant step towards
giving a new impetus to local employment, skill development and micro, small
and medium enterprises (MSMEs), the Uttar Pradesh government launched the 'Blue
DotsAI' initiative in all 18 divisions of the state from Muzaffarnagar.
Minister of State (Independent Charge) for Vocational Education, Skill
Development and Entrepreneurship Kapil Dev Agarwal inaugurated the state's
first Joint Facilitation Centre (JFC) in Muzaffarnagar. After a successful
pilot project in Ghaziabad, this digital initiative has now been expanded to
the entire Uttar Pradesh.
Speaking on the occasion, Minister Kapil Dev Agarwal stated
that the state government's goal is to directly connect local youth, women, and
skilled workers with employment opportunities available around them. He added
that youth will now be able to connect to this platform through voice calls in
their local language and easily access job information in their area on a
mobile map. Local MSMEs and industries will also have quick access to qualified
and trained candidates in their vicinity. He added that when local talent and local
industries connect, the goal of a self-reliant Uttar Pradesh will be further
strengthened.
He stated that technology is only a medium; true success
will only be possible through the coordinated efforts of departmental teams,
industries, and partner organizations. He also commended the contributions of
the Ghaziabad district team, departmental officials, and partner organizations
in making this innovative initiative a success.
EY, EkStep Foundation, and Head Held High Foundation are
providing technical and institutional support to this initiative, led by the
Uttar Pradesh Skill Development Mission (UPSDM) under the Department of
Vocational Education, Skill Development, and Entrepreneurship. This platform
will connect youth, women, training institutions, industries, and employers on
a common digital platform, making the process of providing local employment
more simple, transparent, and effective.
Minister Agarwal stated that the pilot project in Ghaziabad
had yielded very encouraging results. Within a few months, more than 16,000
local employment opportunities and over 15,000 interested candidates were
successfully registered. This achievement was achieved despite the limited
number of industries involved, highlighting the vast potential for employment
generation across the state through this initiative.
He said that a major challenge today is that despite
employment opportunities and qualified candidates being available in the same
area, the two are unable to reach each other due to lack of information. As a
result, industries lack the necessary human resources, and youth are forced to
travel far and wide in search of employment. Blue DotsAI will be an effective
means of bridging this gap. Through local language-based voice support and
location-based mapping, this platform will establish a direct connection
between youth and industry.
The first Joint Facility Center (JFC) established in
Muzaffarnagar will be the primary hub for regional coordination, monitoring,
and service delivery. In the coming phases, similar centers will be established
in all 18 divisions of the state, where district industries centers, labour
departments, employment offices, ITIs, polytechnics, higher education
institutions, industry associations, MSMEs, startups, and other local partner
organizations will work in unified fashion.
