
New Delhi, May 28 (H.S.): Lok Sabha Speaker Om Birla on Thursday released 89 volumes of the proceedings of the Central Legislative Assembly (1924–1930) and the inaugural issue of the quarterly journal *Vidhan-Chetna* at the historic premises of the Delhi Legislative Assembly. He described the publication of the proceedings of 407 historic sittings of the Central Legislative Assembly, compiled into 89 volumes and 32,376 pages, as a unique and visionary initiative aimed at preserving India’s parliamentary heritage, democratic consciousness, and constitutional values.
The programme was organised under the chairmanship of Delhi Legislative Assembly Speaker Vijender Gupta and was attended by Parliamentary Affairs and Minority Affairs Minister Kiren Rijiju. Delhi’s Minister for Legislative Affairs Parvesh Sahib Singh, Deputy Speaker of the Delhi Legislative Assembly Mohan Singh Bisht, legislators, and several professors and teachers from University of Delhi were also present on the occasion.
Addressing the gathering, Om Birla said that the walls of the Old Secretariat, which now houses the Delhi Legislative Assembly, had witnessed historic debates, ideological deliberations, and resolutions related to nation-building, the echoes of which can still be felt through these invaluable proceedings and historical records. He noted that the proceedings reflect the impartial leadership of the first Indian Speaker Vithalbhai Patel, the patriotism of Madan Mohan Malaviya, the powerful voice of Lala Lajpat Rai, the intense nationalist ideas of Bipin Chandra Pal, the constitutional vision of Madhav Shrihari Aney, and the intellectual contributions of several other eminent personalities.
He further said that the glorious traditions of parliamentary conduct, impartiality, autonomy, and dignity established by Vithalbhai Patel continue to inspire democratic institutions even today.
The Lok Sabha Speaker stated that a meaningful initiative such as *Vidhan-Chetna* would provide a new direction to democratic discourse, parliamentary studies, research, and intellectual dialogue. He said that discussion based on dialogue, logic, and knowledge is the true strength of democracy. He expressed confidence that this historic publication would connect the younger generation with India’s constitutional heritage, parliamentary traditions, and nation-building values, thereby making the country’s democratic future stronger and more prosperous.
