31 May (HS): Chief Minister Yogi
Adityanath addressed the inauguration ceremony of advocate chambers and parking
building built at a cost of Rs 680 crore in the High Court premises on Saturday
in the presence of Chief Justice of India Justice Bhushan Ramakrishna Gavai.
During this, he recalled the program organized by Prime Minister Narendra Modi
in Allahabad High Court in 2017 and said that then the PM had said that the
first condition of good governance is the rule of law. The CM said that in the
rule of law, the litigant is as important as the bar and bench. The CM
expressed the pain of the advocates and said that along with broken chambers
and sitting under trees, the advocates are seen working in every adverse
situation and struggling for justice.
Prayagraj
attracts the attention of the country and the world as the land of religion,
knowledge and justice of modern India: The Chief Minister said that today is a
glorious day. Today is the 300th birth anniversary of Lokmata
Ahilyabai Holkar. This year is also the Amrit Mahotsav year of the
implementation of the Constitution of India. The CM said that Prayagraj is the
land of India's heritage in UP. This land has been attracting the attention of the
country and the world since ancient times as the Triveni of Maa Ganga, Yamuna
and Saraswati as well as the land of religion, knowledge and justice of modern
India. The land of Prayagraj is also the land of Maha Kumbh. By taking a dip in
the Sangam here, every Indian felt proud by connecting himself with his
heritage.
Multilevel
parking will be successful only when some of its space is used commercially: CM
Yogi said that multilevel parking is built, but no one goes there. I repeatedly
tell the urban bodies that it will be successful only when some of its space is
used commercially. The CM said that the development authority built a
multilevel parking in Gorakhpur six years ago, it did not work. I said that
operate it by giving commercial space in its last two floors. As soon as this
happened, today the entire complex is full. People who used to park their
vehicles on the roads, park their vehicles in the complex and go there and
enjoy the facilities.
He
told the implementing agencies to build it in a way that is a model: CM Yogi,
while praising the excellent arrangements, said that here, along with
multi-level parking, advocate chambers, cafeteria, modern kitchen, conference
facilities are also available. This can be a new model for infrastructure. CM
Yogi said that when we came, there were no district courts in 10 districts of
UP. Sometimes the Chief Justice and sometimes we did not like the map. Then we
told the implementing agencies to build it in a way that is a model. Along with
building an integrated court complex, build parking and advocate chambers in
it. Out of the proposals we had given, seven districts have received approval
from here, 1700 crores have been released for this purpose. The cases of three
other districts have also been settled by the court.
Litigants
will get all facilities related to judicial work under a roof: CM Yogi said
that when the Integrated Court Complex is built, litigants will get all
facilities related to judicial work under one roof. There will also be chambers
and car parking for advocates. There will also be housing facility for judicial
officers. The effort that has started in the construction of a good complex
will become a model. The central and state governments together are committed
to providing maximum facilities in district courts and solving the problems of
advocates.
Advocate
fund increased to five lakh: CM said that the amount of advocate fund has been
increased from one and a half lakh to five lakh and age limit has been increased
from 60 to 70 years. A corpus fund of 500 crores has been given separately. In
case of an accident with any advocate, the trustee committee will make good use
of this money for that family. New advocates are being provided assistance for
journals, magazines and books for the first three years.
Allahabad
High Court also played a big role in the successful Maha Kumbh: CM Yogi said
that the excellent infrastructure assures that the speed of justice will
increase at the same pace and give a new dimension to progress. He said that
the Maha Kumbh was held successfully in Prayagraj. More than 66 crore devotees
from the country and abroad went away overwhelmed. Allahabad High Court also
played a big role in this. The entire program was completed efficiently, which
gave Prayagraj a new identity. If everyone together will be able to discharge
their responsibilities in accordance with the spirit of the Constitution made
by Baba Saheb, then results can be achieved.
Funds
will soon be made available for the extension of multi-level parking and
advocate chambers: CM said that multi-level parking and advocate chambers have
been constructed very well. CM assured that whatever funds will be required for
its extension will be made available very soon, so that we will be able to do
even better in the land of justice-knowledge and religion, so that litigants of
UP can get justice in a timely manner.
On
this occasion, Supreme Court judges Justice Suryakant, Justice Vikram Nath,
Justice JK Maheshwari, Justice Pankaj Mittal, Justice Manoj Mishra, Allahabad
High Court Chief Justice Arun Bhansali, Delhi High Court Chief Justice Justice
Devendra Kumar Upadhyay, Union Minister Arjun Ram Meghwal, UP Advocate General
Ajay Kumar Mishra etc. were present.
