Jammu, 15 October (H.S.): The Ex-Central Paramilitary Forces (CPMF) Welfare Association, Jammu and Kashmir (UT), today appealed the Government to resolve the long-pending demands of the Central Paramilitary Forces including the BSF, CRPF, CISF, ITBP, SSB, and Assam Rifles personnel.
Addressing media persons here, General Secretary of the Association, D K Chauhan, said that the Cabinet Committee on Security had in November 2012 approved a proposal to extend benefits to CAPF personnel similar to those enjoyed by ex-servicemen of the defence forces.
However, despite clear directions to State and UT Governments, the decision has not been implemented so far, he said.
Chauhan pointed out that although CAPFs are recognized as Armed Forces of the Union, their service conditions and post-retirement benefits differ from those of defence personnel.
For instance, he said, CRPF personnel come under the Central Civil Services (Pension) Rules, 1972, which deprives them of several benefits available to the armed forces.
The association also raised concerns over the non-payment of arrears recommended by the 7th Pay Commission.
It stated that while the multiplication factor was revised from 2.57 to 3.68, arrears for the past 18 months remain unpaid.
They warned that continued neglect could lead to unrest among central employees.
The association reiterated its key demands, including the implementation of the “One Rank, One Pension” (OROP) policy for all paramilitary forces, release of pending DA arrears, and settlement of family pension and welfare benefits.
Prominent members who accompanied Chauhan included Chief Adviser Harvinder Mahajan, Vice President Harbans Lal Sharma, Noor Mohammad, Inspector Yash Pal, Jagan Nath, Karan Singh, Gulam Nabi Shah, Lovely Pandita, Harvinder Kour, and Nanu Thapa.
The association appealed to the Central Government to address their grievances and bring CAPF personnel at par with defence forces in welfare measures.
