Brainstorming in Srinagar on strengthening Panchayat-based

Lucknow, 24 June (HS): With an aim to strengthen

Panchayat-based digital service delivery in rural areas and ensure effective

last-mile delivery of citizen services, a regional workshop on “Seva Se

Samriddhi: Panchayat-led Service Delivery” was organized on June 23, 2026 at

Srinagar (Jammu & Kashmir) under the joint aegis of Ministry of Panchayati

Raj (MoPR) and Common Service Centre Special Purpose Vehicle (CSC-SPV),

Ministry of Electronics and Information Technology.

The program was inaugurated by Jammu and Kashmir Lieutenant

Governor Manoj Sinha. Present on the occasion were Rural Development and

Panchayati Raj Minister of Jammu and Kashmir Government Javed Ahmad Dar,

Secretary of Ministry of Panchayati Raj Vivek Bhardwaj, CSC Chief Executive

Officer (CEO) Praveen Chandekar, Joint Secretary Palka Sahni and Secretary of

Rural Development and Panchayati Raj Department, Jammu and Kashmir Mohammad

Aijaz Asad along with senior officials from various states, Panchayat

representatives and Village Level Entrepreneurs (VLEs) of Common Service

Centers (CSCs).

Representatives from seven states, including Haryana,

Himachal Pradesh, Jammu and Kashmir, Jharkhand, Karnataka, Uttarakhand, and

Uttar Pradesh, participated in the workshop, where they deliberated on

innovations in panchayat-based service delivery, digital governance, citizen

participation, and effective models of good governance. Successful practices

from various states were exchanged through technical sessions, panel

discussions, and experience-sharing.

During the program, Common Service Centers and Village Level

Entrepreneurs (VLEs) providing excellent digital services at the Gram Panchayat

level were honored at the national level. Dr. Ranjana Singh of Lucknow and

Santosh Kumar of Sonbhadra district, Uttar Pradesh, were honored for their

outstanding work and public service.

Dr. Ranjana Singh has made significant contributions to

women's empowerment, digital inclusion, and healthcare through her CSC center.

She has connected thousands of women to various government schemes and digital

services and played a key role in connecting over two thousand women from

Self-Help Groups (SHGs) to livelihood and self-employment opportunities. Her

efforts have led to the creation of ABHA cards and Ayushman Bharat cards. Her

innovative women-run CSC Digital Outreach Van is providing door-to-door digital

services in rural areas, and her CSC center has also provided direct employment

to 15 local youth.

Santosh Kumar Expands Digital Access in Tribal Areas:

Santosh Kumar of Sonbhadra district has been working tirelessly to expand

digital services in rural and tribal areas since 2009. He has made significant

contributions to digital literacy, banking and financial inclusion, Aadhaar

services, social security schemes, digital payments, and various public welfare

programs, reaching the last mile. Thousands of rural citizens, farmers, women,

and students have benefited from his efforts. His CSC center has also provided

direct employment to 26 local youth.

On this occasion, Rajesh Mishra, State Head of CSC Uttar

Pradesh, extended his heartfelt congratulations and best wishes to both honored

VLEs, saying that this honor is a matter of pride for the entire CSC family of

Uttar Pradesh. He added that such recognition at the national level not only

encourages VLEs who perform outstanding work, but also inspires other VLEs to

work with innovation and a spirit of service.

Rajesh Mishra said that the true identity of a CSC VLE is

determined by their Gram Panchayat. Each VLE plays an important role in

delivering government digital services to the last person in their Panchayat

area. He added that CSCs are not just service centers, but are also serving as

effective vehicles for digital governance, financial inclusion, social

security, and citizen empowerment at the Gram Panchayat level.

He called upon all VLEs of the state to widely publicize all

the services available on the CSC Digital Seva Portal, so that more and more

eligible citizens can avail the benefits of government schemes and digital

services. He urged all VLEs to play an active role in realizing the resolve of

Digital India, Developed India and Empowered Gram Panchayat by providing

quality and timely services to every citizen of their Panchayat area with the

spirit of service, transparency and public interest.

The CSC network in Uttar Pradesh is committed to ensuring

seamless and transparent access to digital services for rural citizens.

Thousands of VLEs across the state are providing new impetus to digital

inclusion, women's empowerment, financial inclusion, and rural development by delivering

government programs to the last person at the Gram Panchayat level. This

national-level recognition is a testament to the excellent work culture and

commitment to public service of Uttar Pradesh's CSC network.
