
Bhubaneswar, 14 March (H.S.): Retired IPS officer Rashmi Ranjan Swain, who previously served as the Director General of Police (DGP) of Jammu & Kashmir, has been appointed as the first Chairman of the Odisha Uniformed Services Staff Selection Commission (OUSSSC).
The Government of Odisha approved Swain’s appointment as part of its initiative to operationalise the newly constituted commission, which has been established to oversee recruitment for various uniformed services in the state.
The OUSSSC has been created as a dedicated recruitment body to streamline the selection process and ensure transparency in the recruitment of personnel across multiple uniformed departments. The commission will be responsible for conducting recruitment examinations for officers and personnel of different ranks in Odisha Police and other uniformed services.
The recruitment process under the commission will cover several state government departments, including Home, Excise, Forest, Environment and Climate Change, and Commerce and Transport.
To facilitate the functioning of the commission, the state Cabinet had earlier approved the Odisha Uniformed Services Staff Selection Commission (Method of Recruitment and Conditions of Service of the Chairman and Members) Rules, 2026. These rules define the procedure for the appointment of the Chairman and Members and specify their service conditions.
Previously, the OUSSSC Rules, 2025, notified by the General Administration and Public Grievance Department of the Odisha government, had laid the framework for conducting recruitment examinations for various uniformed services in the state.
