
New Delhi, 27 January (H.S.): Another petition has been filed in the Supreme Court against the University Grants Commission (UGC)'s new regulations concerning higher education institutions. The petition, filed on behalf of lawyer Vineet Jindal, contends that these rules are discriminatory against the general category and infringe upon their fundamental rights.
The petition urges the Supreme Court to stay the implementation of Clause 3(c) under UGC Regulations 2026. It demands that the provisions crafted under the 2026 rules apply uniformly to individuals of all castes.
Specifically, Clause 3(c) of UGC's new regulations defines caste-based discrimination, stipulating that such discrimination shall be recognized only when perpetrated against SC-ST and OBC categories. If a person does not belong to these categories, any harassment faced by them shall not be deemed cognizable under the law.
The petition warns that these regulations could enable false and regrettable complaints to be lodged against students and teachers from the general category under their guise.
