13 Jan (HS): Two people were arrested and four others were detained on Tuesday
after animal corpses were discovered in a field near a Durga temple in Kanpur's
Bilhaur district. According to a senior police official, the finding triggered
demonstrations and resulted in the suspension of four cops, including the SHO,
for suspected carelessness.
While
over 100 banned animal remains were discovered, there was no indication of
recent or live slaughter at the location. Veterinary teams were dispatched to
inspect the corpses and do post-mortem procedures, according to Joint
Commissioner of Police (Law and Order) Ashutosh Kumar on Tuesday. A case has
been lodged against ten listed individuals under relevant parts of the BNS and
other laws, including provisions of the Prevention of Cruelty to Animals Act,
joint CP stated. He stated that two of the suspects have been arrested, while
four others have been detained and are being questioned. Police officers are
looking for the remaining suspects.
Preliminary
studies indicated that the site is also adjacent to a police outpost, a beat
area, and frequent patrol routes. This shows major oversight flaws, Kumar
added. Local people and Hindu organizations said that the remains were
purposefully thrown at the location, which is 300 metres from the Durga temple
on the Gauri-Katra road. They also alleged that police had ignored past
concerns. A public representative said that the police were warned multiple
times but did not respond.
Protests
broke out in the neighborhood on Tuesday, with people demanding heavy
punishment for anyone implicated. According to police, several youngsters
vandalized five parked automobiles, causing glass panes to be damaged. They
stated that the matter was quickly resolved. Later, almost 100 advocates
marched and handed over a memorandum to SDM Sanjiv Dixit, addressed to the
chief minister. Rahul Bachcha Sonkar, a BJP MLA, visited the Bilhaur police
station and talked with top authorities, including ADCP Kapil Dev Singh. He
said that the size of the collected remains suggested ongoing unlawful activity
and urged immediate action, giving the police a 48-hour ultimatum.
During
the MLA's visit to Bilhaur police station, his supporters chanted chants
demanding stern action against the perpetrators, including as capital penalty
and bulldozer action. Slogans like Jai Shri Ram were
also chanted within the premises. Additional police officers, including PAC
troops, have been deployed in the area, according to authorities, who noted
that the situation is peaceful and being closely monitored.
Four
cops, including a SHO, were suspended after animal remains were discovered near
a temple in the area, prompting complaints from local people and Hindu
organizations, according to officials. The incident was discovered on Monday
evening after people found animal bones and skin near the temple in Bilhaur's
Gadhanpur region and contacted police, according to officials late at night. A
video of the remains soon went popular on social media. Soon after, members
from the Vishva Hindu Parishad (VHP) and the Bajrang Dal gathered at the site
to protest, claiming that the remains were purposefully put near a holy site. They
demanded strong punishment for those responsible for the event and accused the
local police of carelessness.
As
the situation became tense, police units from multiple local stations were
dispatched to the scene, according to authorities. Senior authorities,
including Joint Commissioner of Police (Law and Order) Ashutosh Kumar,
Additional Deputy Commissioner of Police (West) Kapil Dev Singh, Assistant CP
(Bilhaur) Manjay Singh, and Sub-Divisional Magistrate Sanjeev Kumar Dixit,
rushed to the scene to calm the situation. According to police officials, a
preliminary investigation found that animal remains had been hidden in a tin
enclosure in a field near to the border wall of the (Muslim) graveyard. The
field is purportedly owned by Shakir, a local inhabitant. Remains were also
discovered in a neighboring shed reportedly owned by him. Veterinarians were
sent in to do a post-mortem on the corpses, and the shed was locked on the
orders of top police officials.
The
demonstrators accused Shakir and another local resident, Rehman, of
slaughtering cows and demanded their immediate arrest. They also claimed
collaboration by local police cops.
Following
an on-site inspection and preliminary inquiry that revealed serious lapses in
supervision, Joint Commissioner of Police Ashutosh Kumar suspended four police
cops: Bilhaur Station House Officer Ashok Kumar Saroj, Outpost In-charge
Premveer Singh, Beat Officer Aftab Alam, and Head Constable Dileep Gangwar. Neglect
has resulted in severe consequences. According to the Joint CP, a FIR is being
filed in response to a complaint, and more legal action will be taken as the
investigation develops.
He
noted that teams have been constituted to track down remaining accused, who are
now absconding. Despite the stressful circumstances, Provincial Armed
Constabulary (PAC) officers have been dispatched to the region to preserve law
and order. Senior officials stated that the issue was under control and that
anyone found culpable would face severe consequences.
