Dehradun, January 30 (HS): Certificate for religious leaders is not mandatory in every registration under the Uniform Civil Code (UCC) law in Uttarakhand. Apart from this, at the time of live-in registration under UCC, only documents related to residence, date of birth, Aadhaar and in case of tenancy, documents related to tenancy will have to be submitted.

Manu Gaur, member of the UCC Rules Committee, has clarified the necessity of the relevant documents on the question of submitting certificates from religious gurus for live-in relationship registration in some reports regarding UCC. He said that people who have been divorced earlier will have to submit the legal order of ending the marriage. Those whose life partner has died or whose live-in relationship has ended earlier will have to submit the documents related to it at the time of registration.

He said that this will have to be done only in those cases where there is a previous relationship between the live-in couple and that relationship falls under the prohibited category mentioned in Schedule One. Generally, there are very few people who marry in such relationships in Uttarakhand. It is clear from this that this will be required in less than one percent of cases in the registration under UCC in Uttarakhand. Also, the societies in which marriages take place in prohibited category relationships can also get themselves registered by presenting the certificate of religious leaders.

In this way, its purpose is to provide assistance in registration instead of stopping anyone's registration. According to Manu Gaud, a member of the drafting committee, the format of the certificate of religious leaders has also been clearly stated in it.

No relation with original or permanent residence

Manu Gaud, a member of the UCC Rules Committee, has clarified that under UCC, any person living in Uttarakhand for one year can get himself registered. This time period has no relation with original residence or permanent residence.

He said that a large number of people from other states also live in Uttarakhand, these people are taking advantage of government schemes in Uttarakhand. Such people will now be able to avail government services only after getting registered. This will reduce the pressure on the resources of the people of Uttarakhand. If it was applicable only to original and permanent residents, then many people coming from other states would have been left out of its scope. They get married in other states, take advantage of government schemes here. He told that anyway the definition of resident in the UCC Act has been given only for the subjects related to UCC, five categories have been fixed for this too. Its purpose is to provide registration facility under UCC to all the people living in Uttarakhand as well as to make the database of the government more rich. It is like a voter card in a way, which has no connection with original residence or permanent residence.

He has clarified that since many options have been given in the form to be filled under UCC, the form has become 16 pages long. Despite this, it will take only five to ten minutes to fill the form online. It had to be made foolproof in every way. That is why the form has been kept detailed, it can be filled in maximum half an hour even offline. The details will appear automatically as soon as Aadhaar is entered in the web portal, so online registration is more convenient.
