MOSCOW, September 17 (HS/RIA Novosti) - Voting by mail in the United States in its current form could favor the Democrats during the November midterm elections, Roderick Kiewiet, professor of Political Science at the California Institute of Technology, told RIA Novosti.

On Monday, the US Supreme Court blocked the implementation of new rules that would have required voter lists to be provided to the US Postal Service, which would then verify recipients' addresses against the lists before delivering the ballots. In addition, rules were established for the formatting of envelopes.

Mail-in ballots, combined with the practice of ballot-harvesting (which used to be illegal everywhere) is obviously effective in boosting votes for the Democrats. Over the past several years it appears that dozens of elections have been decided by ballots coming in through the mail which are counted after election day. So these practices will continue in 2026, Kiewiet said.

The US midterm elections will be held on November 3. On that day, 33 senators and all 435 members of the House of Representatives will be elected. Legislative elections in many states will also take place.
