MOSCOW, August 29 (HS/RIA Novosti) - The reaction of UN Secretary-General Antonio Guterres to the idea of external governance in Kiev under UN auspices has confirmed the biased attitude toward Moscow's initiatives, Russian Deputy Foreign Minister Mikhail Galuzin told RIA Novosti.

No constructive reaction came from outgoing UN Secretary General Antonio Guterres and his apparatus, which once again confirmed their biased attitude toward Moscow's initiatives and a clear tilt toward the pro-Kiev positions of the 'collective West,' Galuzin said.

Russian President Vladimir Putin has proposed introducing temporary external governance in Ukraine under the auspices of the UN, the US, European countries and Russia's partners to hold elections for Ukraine's top leadership.
