Guwahati, 28 August (HS): Assam is taking its disaster-management and surveillance capabilities into space, with the state entering the final stage of selecting a private-sector partner for its ambitious AssamSAT satellite constellation.

The proposed project could transform the way Assam responds to its recurring flood and erosion crisis. Once operational, AssamSAT is envisioned as India’s first state-owned Earth observation satellite constellation, giving Assam dedicated space-based capabilities for monitoring its vulnerable geography.

Planned under the DBLOTT model — Design, Build, Launch, Operate, Train and Transfer, the project envisages a constellation of at least five Low Earth Orbit (LEO) synthetic aperture radar satellites.

The satellites would be designed to provide near real-time information on monsoon floods, Brahmaputra riverbank erosion and sensitive border areas. Radar-based observation could prove particularly valuable during Assam’s prolonged monsoon season, when cloud cover can restrict conventional optical satellite imagery.

The selection process has already moved into an advanced phase. Following an initial expression of interest, committees are currently assessing bids submitted by private space-tech companies for the project.

From Flood Mapping to Faster Response

For a state repeatedly affected by floods and erosion, the impact of AssamSAT could extend far beyond satellite imagery. Timely data could help authorities identify inundated areas, track changes in river channels and erosion zones and improve planning for relief, infrastructure and disaster response.

The proposed constellation could also strengthen surveillance capabilities in geographically sensitive border regions, providing authorities with an additional technology-driven source of information.

Assam’s growing space ambitions were also highlighted earlier this year with the launch of LACHIT-1, a student-built amateur radio and experimental satellite from Assam Don Bosco University through ISRO’s PSLV-C62 mission.

While LACHIT-1 demonstrated the growing role of students and academic institutions in Assam’s space journey, AssamSAT represents a far bigger state-level ambition — using space technology as a tool for protecting lives, monitoring natural disasters and strengthening governance.

If successfully implemented, AssamSAT could mark a new chapter in Assam’s approach to disaster management, potentially establishing a model for other states confronting floods, erosion and challenging border geography.-----------
