MOSCOW, August 22 (HS/RIA Novosti) - The United Russia party has never made empty or declarative promises, that is why it has become the leading political force consolidating the society, Russian President Vladimir Putin said on Saturday.

The party has never made empty, declarative promises, that is why it has become the leading political force which consolidates the society, makes substantial contribution to the national agenda, Putin said at the 23rd United Russia Party Congress, which is currently underway in Moscow.

The United Russia party is responsible for every line of its program and the achievement of its goals, the president added.
