New Delhi, 25 July (H.S.): Vice President and Rajya Sabha Chairman C.P. Radhakrishnan on Saturday said that healthy debate strengthens democracy, while constructive cooperation helps the nation move ahead. He was addressing the inaugural session of a two-day orientation-cum-training programme for newly elected and nominated members of the Rajya Sabha.
Underlining the vision and responsibilities of members, the Vice President said that debate, discussion, or even disruption must ultimately lead to a decision. He added that every day, every hour, every minute and every second spent in the House should be used to strengthen democracy.
The Chairman urged members to preserve the highest traditions of the House by engaging in informed debate, respecting the rules and procedures of the House, and making effective use of Question Hour and Zero Hour.
Several prominent dignitaries, including Rajya Sabha Deputy Chairman Harivansh, were present on the occasion.
