The Delhi government has taken a significant step towards strengthening good governance, transparency, and public service delivery by bringing 23 additional services under the Delhi Right of Citizen to Time Bound Delivery of Services Act, 2011. Chief Minister Rekha Gupta said the decision would directly benefit citizens as well as businesses engaged in industry, trade, hospitality, tourism, construction, and the service sector.
In a press statement issued on Monday, the Chief Minister said the government's objective is to ensure that citizens and businesses receive government services within prescribed timelines. Under the new arrangement, key approvals, licences, registrations, and No Objection Certificates (NOCs) issued by various departments will now be delivered within fixed deadlines. This will reduce unnecessary delays and minimise the need for repeated visits to government offices. She said the government remains committed to making Delhi a more attractive destination for investment, business, and employment. According to her, the time-bound service delivery mechanism will not only safeguard citizens' rights but also strengthen administrative accountability.
Gupta said that under the leadership of Prime Minister Narendra Modi, continuous reforms have been undertaken across the country to improve the ease of doing business. Carrying forward the same vision, the Delhi government is developing systems that provide a more business-friendly environment for industries, commercial establishments, startups, and the service sector.
The Chief Minister said that under the new framework, the Labour Department will approve factory plans within 15 days, while registration under the Shops and Establishments Act will be completed within a single day. The Delhi Jal Board will provide sewer connections within 15 days, while the Delhi Tourism and Transportation Development Corporation will issue film shooting permissions within 15 days. In the Energy Department, applications related to electricity meters and connection agreements will be processed within 60 days. Under the Legal Metrology Department, registration of weighing and measuring instruments used by shops, industries, and commercial establishments will be completed within 45 days. The Delhi Pollution Control Committee (DPCC) will issue authorisations under the Battery Waste Management Rules for the collection, storage, transportation, and recycling of battery waste within 15 days.
Gupta further said that several Municipal Corporation-related services have also been included under the time-bound delivery system. Registration of water sports and adventure sports operators, approvals for operating amusement parks, local body NOCs for state food business licences, hotel registration or operational permissions, and slaughterhouse licences will all be issued within 60 days. Permission for the installation of mobile towers will be granted within 30 days, while approval for the storage of construction materials will be provided within one day. The Agriculture Department will complete the issuance of pesticide operation licences, sales registrations, and seed licences within 21 days each. Under the Excise Department, bar licences will be issued within 30 days, while registration of brand names and labels under both the Indian Made Foreign Liquor (IMFL) and Foreign Liquor (FL) categories will be completed within 42 days.
The Chief Minister also said that the Forest and Wildlife Department will decide applications seeking permission for tree felling under the Delhi Preservation of Trees Act within 60 days. The Public Works Department (PWD) will grant permissions related to road cutting and associated works within 45 days. Additionally, registration of builders and real estate agents under the Real Estate Regulatory Authority (RERA) will be completed within 30 days.
Gupta said the new system will empower citizens by ensuring their rights while making the government machinery more accountable. She added that the Delhi government's objective is to establish an administrative framework in which every citizen and entrepreneur receives timely services, transparency is maintained, and the pace of development is accelerated.
