'Vande Mataram' marks historic opening of Kerala assembly as Governor unveils UDF govt agenda

Kerala, 29 May (H.S.): In a first for the Kerala Legislative Assembly, proceedings began with the instrumental rendition of Vande Mataram on Friday before Governor Rajendra Vishwanath Arlekar delivered the policy address of the newly elected United Democratic Front (UDF) government led by Chief Minister V.D. Satheesan.

The Governor was received at the Assembly by Speaker Thiruvanchoor Radhakrishnan, Chief Minister V.D. Satheesan and Parliamentary Affairs Minister Sunny Joseph before he began the address, the first policy statement of the 16th Kerala Legislative Assembly under the new UDF administration.

The historic opening saw the police band play the opening portion of Vande Mataram. However, only the first part of the national song was rendered as instrumental music without vocals. While the Governor’s office had reportedly favoured a full rendition, the State government opted for a shorter version.

In his address, Governor Arlekar outlined the new government's vision for building a “New Kerala” through transparent, efficient and corruption-free governance. He said the administration would place strong emphasis on accountability, administrative efficiency and secular values while ensuring faster delivery of public services.

A key focus of the policy address was the growing unemployment rate among Kerala’s youth. The Governor announced that the government would prioritise employment generation and skill development initiatives. To improve transparency regarding public finances, the government will also publish a White Paper detailing the State’s actual economic position.

Despite financial constraints, the government will continue to strengthen welfare measures and public services, while seeking maximum cooperation from the Union government for Kerala’s development.

As part of the UDF’s Indira Guarantees, the government has already approved the creation of a dedicated Department for Senior Citizens. The address also promised an increase in Plus One seats in higher secondary schools and a revision of the State’s excise policy.

The transport sector featured prominently in the policy roadmap, with the government reaffirming its commitment to providing free travel for women in KSRTC buses. Plans were also announced for a large-scale integrated transport network connecting road, water and air transport systems.

The government further pledged comprehensive reforms in agriculture through scientific soil-testing facilities, spice parks and public-private partnership projects. A consortium of women farmers will be established this year, while special attention will be given to addressing the growing human-wildlife conflict across the State.
