
New Delhi, May 26 (HS): The Central Government has constituted a high-level committee to study abnormal demographic changes and illegal infiltration. The committee, headed by retired Supreme Court Judge Justice Prakash Prabhakar Naolekar, will assess national security and social implications of such changes.
Announcing this on the social media platform X on Tuesday, Union Home Minister Amit Shah said that abnormal demographic changes caused by infiltration and other factors pose a major challenge to the country’s present and future. To address this issue, the Central Government has set up the ‘High-Level Committee on Demographic Change.’
He stated that Prime Minister Narendra Modi had announced the formation of this high-level committee on August 15, 2025. The committee, chaired by retired Justice Prakash Prabhakar Naolekar, will include the Census Commissioner, along with Durga Shankar Mishra (Retd. IAS), Balaji Srivastava (Retd. IPS), and Dr. Shamika Ravi as members. The Joint Secretary (Foreigners-1) of the Ministry of Home Affairs will serve as the Member Secretary of the committee.
The Home Minister said that demographic change is a serious issue linked to national sovereignty, national security, law and order, social structure, and the protection of tribal communities. He added that the committee will carry out a comprehensive assessment of population changes occurring across the country due to illegal migration and other abnormal factors.
He further informed that the committee will analyze patterns of unusual population changes across religious and social communities and suggest structured and time-bound solutions to address them.
