
New Delhi, 20 April (H.S.):
The Election Commission of India (ECI) has issued strict directions to ensure free, fair and peaceful voting, ordering dry days on polling and counting days in connection with the assembly elections and by-elections. The instructions have been reiterated in view of the elections in Tamil Nadu and West Bengal.
According to the Election Commission, the model code of conduct came into force on March 15, 2026, with the announcement of assembly elections in Assam, Kerala, Puducherry, Tamil Nadu and West Bengal, along with by-elections in six states.
Polling in Tamil Nadu and West Bengal in the first phase is scheduled for April 23, while the second phase of voting in West Bengal will be held on April 29. Counting of votes in all polling states and union territories will take place on May 4.
Citing Section 135C of the Representation of the People Act, 1951, the Commission clarified that the sale and distribution of liquor will remain completely prohibited in the concerned constituencies for 48 hours before the scheduled time for the conclusion of polling. The restriction will apply to hotels, restaurants, bars, shops and any other public or private premises. A dry day has also been declared across the entire state or union territory on counting day, May 4. If repolling is required, that date will also be covered under the order.
The Commission directed that not only liquor shops but also star hotels, clubs and restaurants will not be allowed to serve alcohol on these days.
During this period, the storage of liquor by individuals will also be restricted, and the prohibitions under excise laws on storage in premises without a licence will be strictly enforced.
