The sixteenth session of the Fifteenth Kerala Legislative Assembly commenced today (Tuesday), marking the final session before the forthcoming Assembly elections. Owing to its timing just ahead of the polls, the session is expected to witness sharp political exchanges between the ruling Left Democratic Front (LDF) and the Opposition, with both sides using the Assembly floor to place their positions before the electorate.
The session opened with the Governor’s policy address delivered on behalf of the State government. Chief Minister Pinarayi Vijayan and Speaker A. N. Shamseer formally received Governor Arif Mohammed Khan at the Assembly complex at 8.45 a.m. In keeping with legislative convention, only the Governor’s address was scheduled on the first day.
The House will adjourn on Wednesday after paying tributes to late legislator Kanathil Jameela. Discussions on the Motion of Thanks to the Governor’s address are scheduled for January 22, 27 and 28.
One of the major highlights of the session will be the presentation of the State Budget by Finance Minister K. N. Balagopal on January 29. The Budget is expected to include important policy announcements, including provisions related to the assured pension scheme for government employees and teachers, along with other welfare and development measures. With elections drawing near, the Budget will be keenly watched for its fiscal priorities and political messaging.
The session is scheduled to continue until March 26. However, if the Election Commission announces the Assembly election schedule in the meantime, the session may be shortened in line with the enforcement of the Model Code of Conduct.
The Assembly is also likely to consider a complaint filed by CPM leader D. K. Murali against Palakkad MLA Rahul Mamkootathil, which may be referred to the Privileges and Ethics Committee. The session is being held against the backdrop of recent losses to the House. During the previous session, Peerumade MLA Vazhoor Soman passed away, followed later by the demise of Kanathil Jameela. Rahul Mamkootathil, who is currently in jail in connection with a sexual assault case, will not attend the session.
Overall, the final session of the Fifteenth Kerala Legislative Assembly is expected to be politically charged, serving as a crucial platform for both the government and the Opposition to shape public narratives ahead of the elections.
