02 Sept (HS): he Yogi Adityanath government has taken a historic step to make

outsourcing services in the state more transparent, secure and accountable. The

Yogi cabinet has approved the formation of Uttar Pradesh Outsource Service

Corporation Limited. Through this, now the departments will not directly select

the outsourcing agencies, but the corporation will select the agency through a

fair and transparent process through the Gem portal.

A

total of 15 proposals were approved in the cabinet meeting chaired by Chief

Minister Yogi Adityanath on Tuesday. In which the formation of Uttar Pradesh

Outsource Service Corporation Limited was also approved under Section-8 of the

Companies Act-2013. It will be a public limited company, which will be operated

as a non-profit organization. Through this, now the departments will not

directly select the outsourcing agencies, but the corporation will select the

agency through a fair and transparent process through the Gem portal.

Outsourced employees will be selected for three years. The honorarium of 16 to

20 thousand rupees per month has been fixed for the employees. Through this

decision, the government will ensure that every employee gets his full rights

and his future is secure.

This decision will not only give better opportunities

to lakhs of youth, but will also establish a new model of employment and good

governance in the state.

Why

formation of the corporation was necessary: ​​State Finance and Parliamentary

Affairs Minister Suresh Khanna, while giving information about the cabinet

decisions, said that a large number of personnel were providing services

through outsourcing agencies in various departments and institutions of the

state for a long time. In this regard, complaints were constantly coming that

they were not getting the full payment of honorarium approved by the

government. Also, many times the agencies do not make regular contribution for

mandatory facilities like EPF, ESI. To end these irregularities and protect the

interests of the employees, it has been decided to form this corporation.

The

new system will be like this: - Now the departments will not directly select the

outsourcing agencies, rather the corporation will decide the agency through a

fair and transparent process through the GEM portal. The honorarium of the

employees has been fixed at Rs 16 to 20 thousand per month. Services of

outsourced employees can be taken for 26 days in a month. Employees will be

able to serve for three years. Employees' salary will be credited directly to

their accounts between 1st to 5th. EPF and ESI contribution will now go

directly into the employees' account, earlier this amount used to go to the

service provider.

If

any irregularity is found, the service can be terminated immediately.

A

provision of written test and interview has been made in the selection process

for outsourcing. This will ensure the appointment of better quality and

qualified personnel.

Provision

of social security and reservation: The Finance Minister said that in the new

system, SC, ST, OBC, EWS, Divyangjan, ex-servicemen and women will get

reservation as per the constitutional provisions. Women will also be given the

right to maternity leave. Training will also be provided from time to time to

increase the efficiency and efficiency of the employees. Apart from this, Rs 15

thousand will be given as funeral assistance in case of death of the employee

during service.

E-buses

will be operated on Net Cost Contract Model in Kanpur and Lucknow: The Uttar

Pradesh government has taken a big step towards making urban transport modern

and systematic. The Yogi Cabinet has decided to operate e-buses on Net Cost

Contract (NCC) model in Lucknow district, Kanpur city and its nearby important

towns. Urban Development Minister AK Sharma said that till now 743 electric

buses are being operated in 15 municipal corporations of the state, out of

which 700 buses are on Gross Cost Contract (GCC) model. Under this scheme, 9

meter long AC e-buses will be operated on 10-10 routes in Lucknow and Kanpur

city and nearby towns. At least 10 buses will be mandatory on each route. The

contract period will be 12 years from the date of commercial operation. It is

estimated that about Rs 10.30 crore will be spent on each route, out of which

Rs 9.50 crore will be spent on the purchase of buses and Rs 0.80 crore on

charging equipment and other necessary means.

Under the provision, private

operators will be responsible for the design, financing, procurement,

manufacturing, supply and maintenance of buses. They will have to provide

prototype e-buses within 90 days and start bus operations within a year. All

fare and non-fare revenue will be collected by the private operators. The

tariff will be determined by the government, which can be revised from time to

time. Also, the government will issue the necessary licenses and permits from

the Transport Department and RTO/RTA. The government will also provide

behind-the-meter electrical infrastructure and opportunity charging facilities

for the operation of e-buses. The government believes that this model will

reduce the government's financial burden and improve the quality of services.

Yogi

Cabinet approves Export Promotion Policy 2025-30: In order to make Uttar

Pradesh a global export hub, the Yogi Cabinet has approved the Export Promotion

Policy 2025-30. While improving the export policy of 2020-25 in the new policy,

special emphasis has been laid on digital technology, infrastructure

development, financial assistance, export credit and insurance, market

expansion, training and capacity building. The goal of the policy is to

increase the number of registered exporters by 50 percent by the year 2030 and

ensure regional balance by connecting all districts with export activities. The

government believes that this will not only increase the state's exports

qualitatively but will also help in establishing Uttar Pradesh as a strong

global export hub.

Approval

for establishment of Swami Shukdevanand University in Shahjahanpur: The Yogi

Cabinet has also approved the proposal to establish Swami Shukdevanand

University in Shahjahanpur. For this, the educational units of Mumuksh Ashram

Trust will be upgraded. At present, 5 institutions Swami Shukdevanand College,

Swami Shukdevanand Law College, Shri Daivik Sampad Brahmacharya Sanskrit

Mahavidyalaya, Shri Dharmanand Saraswati Inter College and Shri Shankar Mumuksh

Vidyapeeth are operating under the trust. After becoming a university, the

university will operate them. According to the report of District Magistrate

Shahjahanpur, the trust has a total of 21.01 acres of land, out of which about

20 acres of land will be given to the university. In the first phase, there

will be an MoU between the Higher Education Department and the Mumuksh Ashram

Trust. After this, formal proceedings will be completed under the Uttar Pradesh

State University Act 1973.
