Guwahati, 19 February (HS): BJP MLA Chakradhar Gogoi has said that an actor gets applause by working on screen for three hours and a player gets applause by playing on the field for eight hours, but Assam Chief Minister Dr Himanta Biswa Sarma serves the state for 18 hours a day, despite this the opposition parties are not satisfied. MLA Chakradhar Gogoi was participating in the discussion on the vote of thanks of MLA Rupak Sharma on the Governor's address on the second day of the ongoing budget session of the Assam Legislative Assembly on Wednesday. A total of 12 MLAs from the ruling and opposition parties participated in this discussion today. Whereas, on Thursday, other 30 MLAs will participate in this discussion. Despite interruptions in between, the discussion on the vote of thanks continued throughout. Later, after the time for the proceedings of the House was over, Speaker Biswajit Daimary declared the adjournment of the House till the next day.

MLA Gogoi said that due to the tireless efforts of the Chief Minister, the state is moving towards developed Assam today. The face of Assam is changing. The MLA termed it unfortunate that the opposition parties were criticizing even the good works of the government. He said that this government is working on the principle of 'Sabka Saath, Sabka Vikas' in the true sense. Development is being done for everyone from villages to tea gardens. The government is working in a fair manner for all - Hindus, Muslims, Sikhs, Christians.

MLA Gogoi attacked the opposition and said that during the days of the previous Congress government, nothing was done for the implementation of the Assam Accord. The government provided facilities like roads, electricity, drinking water etc. to the encroachers in Kaziranga and other places. The 856 martyrs who were killed during the days of the Congress government were treated with disdain. But, this government has freed the state land from encroachment from Kaziranga National Park to Batadrava Satra and other places. At the same time, many notable works have been done towards the implementation of Assam Accord. 856 martyrs of Assam Movement have been treated respectfully.

At the same time, while participating in the discussion on the vote of thanks, opposition party MLA Aminul Islam accused that the government is working against the minorities in the name of Sabka Saath, Sabka Vikas. He alleged that during the time of this government, some are being developed and some are being destroyed. At the same time, Congress MLA Nurul Huda said that the state has 38 percent minority population, but the government is not doing anything for its welfare. Even a provision of ₹11.40 crore was made in the budget of 2022-23 for the Minority Welfare Board created for the welfare of minorities, but the government did not allocate the amount. He said that there is a lack of all facilities from education to health in minority dominated areas. While the number of doctors in hospitals is negligible, the lack of teachers in schools is badly affecting the education. He demanded from the government to give land rights to minorities, appoint doctors in hospitals and teachers in schools.

Participating in the discussion, MLA Bimal Hazarika expressed gratitude to the government for convening the first day session of the assembly in Kokrajhar. He said that during the tenure of this government, many remarkable works have been done for the development of the state. In his address, he thanked the government for the expansion of roads in the state, construction of model high schools, model Anganwadi centers, many medical colleges one after the other, etc. He said that during the tenure of this government, Assam Medical College, Dibrugarh has been upgraded, due to which patients are being taken care of properly. At the same time, he said that due to the increase in the number of hospitals, the crowd in this medical college has reduced, due to which doctors are able to give proper time to the patients. He said that after setting a world record for Bihu dance, the government is now going to set a world record for Jhumar dance, which will help expand Assam's culture globally. He said that there was a time when the state used to be plunged into darkness after evening, but today people are getting electricity for 24 hours.

Participating in the discussion, Congress MLA Abdur Rashid Mandal made several serious allegations against the government. He said that in the Governor's address, there is no trace about the rehabilitation of 50 lakh people of the state who have been rendered homeless since 1947 due to coastal erosion. He said that while the government is allocating funds to other tribal boards, the Minority Welfare Board is not being given funds, which clearly reflects the government's intentions. He said that despite the Supreme Court's order to give 10 percent reservation in jobs to the weaker sections, this government is not giving reservation to the minority weaker sections of the state. He made several allegations against the government.

Participating in the discussion, MLA Govind Basumatari said that this government restored permanent peace in the region by signing the Bodoland Agreement. At the same time, 1100 km of road was constructed in this area. Earlier there was only Kokrajhar University here. The government is going to establish another Bodoland University in Udalguri. Medical College Hospital is being built in Tamulpur. Work is going on to establish a Sports University. Due to the advanced arrangement of schools in tea gardens, today the students of tea gardens are coming forward after getting educated.

Participating in the discussion, Congress MLA Diganta Barman said that the government has formed Co-Districts in the state, which is a welcome step. But, in connection with this formation, many circle offices of the state were closed. He said that people go to the circle offices with local land related problems, but due to shifting the circle offices far away, people are facing a lot of trouble. He urged the government to allow the circle offices to remain in place.

Thus, a total of 12 MLAs participated in the vote of thanks motion brought on the Governor's address today. Finally, the State Parliamentary Affairs Minister Chandramohan Patwari tabled the Right to Public Services Amendment Bill 2025 on the table of the House with the permission of the Assembly. After this, the proceedings of the House were adjourned till tomorrow.
