Guwahati, 19 February (HS): On the second day of the ongoing budget session of Assam Assembly on Wednesday, due to heavy uproar, Speaker Biswajit Daimary adjourned the proceedings of the House thrice for 15, 10 and 20 minutes.
As soon as the Question Hour ended on Wednesday, the ruling party and the opposition reached in front of the Speaker's chair and started creating ruckus. Four adjournment notices were given to the Speaker. As soon as the Speaker started reading the ruling after the Question Hour, at the same time, the MLAs of the ruling party reached in front of the chair of the House and demanded a discussion on the report of Biplab Sharma related to APSC corruption presented in the House on the first day of the budget session.
While the Congress party members demanded a discussion on the coal mine accident that happened in Dima Hasao district recently, the AIUDF members had presented a proposal for adjournment of the House on other issues. The speaker had just started speaking to give his ruling on the motion of adjournment of the House when the members of the ruling party and the opposition started creating a ruckus over their respective demands. However, the Speaker of the Assembly rejected all the four motions of adjournment of the House amid the noise and said that as per the previous program, discussion on the motion of thanks on the Governor's address is scheduled during the Zero Hour.
Amid heavy noise, the Speaker adjourned the proceedings of the House for 15 minutes. As soon as the proceedings of the House resumed, the situation became the same as before. After which the House was again adjourned for 10 minutes. The Speaker again tried to run the House, but both the parties remained adamant on their respective demands and created a ruckus. Due to this, the House had to be adjourned once again for 20 minutes. Meanwhile, the Speaker had expelled the opposition member Akhil Gogoi from the proceedings of the House for 10 minutes. Talking to the media outside the House, senior Congress leader and Leader of Opposition in the House Devbrata Saikia said, We had proposed to adjourn the proceedings to discuss the dispute over illegal coal mining in Dima Hasao district about 40 days ago, but the Speaker adjourned the House proceedings thrice due to uproar by the ruling party MLAs.
At the same time, the ruling party has demanded a discussion on the report of Biplab Sharma filed in the House on APSC corruption, calling it the biggest corruption in the state. If the report is discussed, the Congress party will have a lot of trouble answering in the House. However, the Congress has welcomed the report.
