
New Delhi, 15 July (H.S.): Delhi residents will now have a legal right to receive government services within a stipulated time frame after the Delhi Cabinet, led by Chief Minister Rekha Gupta, approved the Delhi (Right of Citizens to Time-Bound and Hassle-Free Delivery of Services) Bill, 2026.
The proposed legislation will replace the 2011 law and establish a modern, technology-driven legal framework aimed at delivering citizen-centric governance. The information was shared by the Chief Minister’s Office (CMO) through its official social media account.
According to the Delhi Government, the new legislation will provide citizens with a legal guarantee of receiving government services within prescribed timelines. It will ensure end-to-end digital delivery of services, automatic escalation of delayed cases, and an independent grievance redressal mechanism for citizens.
The Bill also provides for the establishment of the Delhi Right to Services Commission, with provisions to enforce accountability through penalties for delays and lapses. The government said the legislation is designed to promote transparent, technology-enabled, and citizen-focused governance.
The CMO stated that the Delhi Government has introduced this significant reform under the guiding principle of Seva Hi Sankalp (Service as Commitment). It described the legislation as another decisive step towards building a Viksit Delhi through faster service delivery, greater transparency, and governance centred on efficient public service.
