NEW DELHI, 18 March (H.S.) : A two-day orientation program for newly elected Members of
the Legislative Assembly (MLAs) commenced on Tuesday at the Delhi Assembly. Lok
Sabha Speaker Om Birla attended as the chief guest, offering guidance to the
newly elected assembly members on enhancing the democratic process. He
emphasized that improved efficiency among MLAs would benefit Delhi. Birla
advocated for a Vidhansabha model that fosters discussions, idea exchanges, and
brainstorming sessions. He highlighted the importance of increasing the
efficiency of MLAs and maximizing the use of technology, suggesting that this
approach could serve as a model for other states across the country.
Lok Sabha Speaker Om Birla highlighted that the people of
Delhi have placed a considerable responsibility on all elected officials. The
venue where they gather has a rich history tied to the fight for independence.
Each representative holds an essential duty. This building has been a stage for
expressing the significant thoughts of revered freedom fighters. It was here
that the independence movement began, signifying the start of our democratic
path. Delhi reflects the diversity of all states and is often seen as a
microcosm of India. Therefore, it is crucial for us to fulfil the hopes and
aspirations of its citizens.
Om Birla emphasized the importance of articulating our
opinions during discussions in various legislative bodies, advocating for a
broad approach to our language, thoughts, and perspectives. He stated that the
most effective leaders in Delhi can emerge from this assembly. It is essential
to present our viewpoints logically and engage in meaningful discussions on
relevant issues. He announced that all debates in the Delhi Vidhan Sabha will
soon be digitized. Furthermore, he highlighted the significance of enlightenment
programs for enhancing the efficiency and capabilities of the members.
Given the evolving situation, he advocated for the
integration of technology, particularly artificial intelligence, to enhance
communication. He emphasized that greater acceptance of technology will lead to
improved interactions. Furthermore, he highlighted the importance of expertise
in legislative drafting, observing that many proposed bills frequently suffer
from poor drafting quality.
In the course of this orientation program, specialists from
the Parliamentary Research and Training Programme for Democracy informed the
MLAs about parliamentary procedures and regulations. Upon the arrival of
Speaker Om Birla, he received a warm welcome from Delhi Assembly Speaker
Vijender Gupta, Chief Minister Rekha Gupta, Leader of Opposition and former
Chief Minister Atishi, Assembly Deputy Speaker Mohan Bisht, Union Minister
Harsh Malhotra, as well as various MLAs and Ministers.
